Gia Lai province has just had a policy to implement investment and planning for the Project to build and operate infrastructure of the Duty Free Zone in the Le Thanh International Border Gate Economic Zone.

The Office of the Gia Lai Provincial People's Committee has just announced the conclusion of Mr. Nguyen Tu Cong Hoang, Vice Chairman of the Provincial People's Committee at the meeting to listen to the proposal report on the Project of Construction and Business of Duty-Free Zone Infrastructure at Le Thanh International Border Gate Economic Zone on November 26, 2025.

Accordingly, the Vice Chairman of Gia Lai Provincial People's Committee supported the investment policy of the Project on Construction and Business of Duty-Free Zone Infrastructure in Le Thanh International Border Gate Economic Zone to promote economic development in the border gate area.

At the same time, the Gia Lai Provincial Economic Zone Management Board is assigned to urgently speed up the progress of establishing, appraising, and submitting to the Provincial People's Committee for consideration and approval of the 1/2000 scale zoning plan for Sub-zone 1 (Le Thanh Border Gate Urban Area) to be completed in December 2025.

In addition, the Gia Lai Provincial Economic Zone Management Board proposed the Provincial People's Committee to establish a detailed 1/500 scale plan for the Duty Free Zone; guide interested investors to implement investment procedures and related contents, speed up the progress of project implementation.

The Vice Chairman of Gia Lai province also assigned the Department of Finance to preside over, proactively advise and propose funding arrangements to implement the above plans; coordinate contents related to investment and investment promotion.

Proposed preferential policies

At the end of October 2025, the People's Committee of Gia Lai province submitted a document to the Ministry of Finance proposing to add Le Thanh International Border Gate Economic Zone to the list of priority economic zones for infrastructure investment to focus on development investment from the state budget in the period 2025-2030.

According to the content of the submission, the People's Committee of Gia Lai province said that due to limited capital for infrastructure investment, the development of the Le Thanh International Border Gate Economic Zone has not achieved the desired results, and there are no specific incentive policies applied to the economic zone, so it has not created attractiveness for domestic and foreign investors.

Therefore, the efficiency of attracting investment is not high, especially attracting foreign investment; at the same time, the general planning and detailed planning of functional areas in the economic zone are gradually being completed, but the implementation of the planning is still limited due to lack of capital for infrastructure investment, and the ineffective management and use of land.

In addition, in recent times, infrastructure works of Le Thanh International Border Gate Economic Zone from the central budget before 2020 have really promoted the effectiveness of investment capital, contributing to promoting economic, trade and service development in the area, serving the travel needs of businesses, people as well as the activities of forces on duty at the border gate area, gradually improving the appearance of the border gate Economic Zone.

However, in the context of increasingly deep integration and the growing trend of international trade, the current infrastructure of Le Thanh International Border Gate Economic Zone is not guaranteed.

Gia Lai is also proposing preferential policies for synchronous technical infrastructure at Le Thanh International Border Gate Economic Zone.

Regarding infrastructure, currently, the locations for gathering goods, parking lots, warehouses, cargo transit areas... and the synchronization of functional areas at Le Thanh International Border Gate Economic Zone are still limited due to the small area and fragmented terrain, only meeting about 20% of the accommodation and cargo gathering needs of vehicles; during peak season, traffic congestion and congestion often occur.

Therefore, to meet the increasing demand for socio-economic development and exploit the accommodation needs of vehicles and tourists, the People's Committee of Gia Lai province affirmed that it is necessary to continue to invest in synchronous technical infrastructure at the Le Thanh International Border Gate Economic Zone.

These infrastructures include connecting infrastructure, internal traffic, electricity, water, warehouses, cargo transit areas, logistics, duty-free zones, dry ports, ancillary service areas, etc.

Previously, on October 13, 2025, Mr. Pham Anh Tuan, Chairman of Gia Lai province, requested Thaco Group and Truong Hai Agriculture Joint Stock Company (Thaco Agri) to develop an economic development plan for the Le Thanh International Border Gate Economic Zone; at the same time, assigned the Provincial Economic Zone Management Board to review, support and introduce suitable locations for businesses to survey and research investment.

On November 21, 2008, Nhon Hoi Economic Zone Management Board held a ceremony to grant the Investment Certificate for the Duty-free Zone and Industrial Park Project associated with a deep-water port to Khang Thong Construction, Trade and Service Joint Stock Company (Ho Chi Minh City).
The project is planned to be built into 3 main areas: duty-free zone (area of ​​490 ha), industrial zone (70 ha) and duty-free port area (40 ha), with a total investment capital of 4,010 billion VND. In January 2010, the investor started the Duty-free Zone Project in Nhon Hoi Economic Zone.
However, in May 2023, in the report of the Binh Dinh Provincial Economic Zone Management Board, it was mentioned that the Project of the Customs-free Zone and Industrial Park associated with the deep-water port of Khang Thong Construction, Trade and Service Joint Stock Company was one of three infrastructure projects approved before 2010, expected to be completed in 2011 and 2012 but encountered problems in planning.
By March 2024, Mr. Nguyen Tuan Thanh, Vice Chairman of Binh Dinh Provincial People's Committee, assigned the Binh Dinh Provincial Economic Zone Management Board to urgently coordinate with relevant agencies and units to work with ministries and branches in implementing local adjustments to the general planning for the construction of Nhon Hoi Economic Zone, in order to remove obstacles for the Project of the Non-tariff Zone and the Industrial Park associated with the deep-water port.
