On the morning of April 19th, a monitoring delegation from the Legal Affairs Committee of the Provincial People's Council, led by Mr. Nguyen Ngoc Tien, Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Department, and Head of the Legal Affairs Committee of the Provincial People's Council, conducted a monitoring session on the implementation of legal regulations in the state management of certain industries and businesses subject to security and order conditions at the Hau Loc District Police Department from 2021 to 2023.

According to the report, the total number of businesses with security and order requirements in Hau Loc district is 105; including 24 karaoke establishments; 14 pawnshop businesses; and 22 accommodation establishments...

From 2021 to 2023, the Hau Loc District Police advised the District People's Committee to direct relevant departments, agencies, units, and forces, as well as the People's Committees of communes and towns, to strengthen the effectiveness and efficiency of state management over businesses subject to security and order conditions. At the same time, they regularly issued directives to commune police and professional teams to strictly implement guidance and instructions from higher authorities regarding the management of businesses subject to security and order conditions and sensitive businesses prone to legal violations in the district.

In addition, the district police requested the police in 23 communes and towns to regularly disseminate information through mass media and press agencies regarding compliance with regulations on business activities subject to security and order conditions. Despite the achievements, the state management of some conditional investment and business sectors in Hau Loc district still has some shortcomings and limitations, namely: Most management officials and commune/town police officers responsible for managing conditional investment and business sectors have not received specialized training in administrative management of social order; moreover, they often hold multiple positions, resulting in low efficiency in management. The coordination between the police force responsible for management and other sectors outside the police force is sometimes not close enough, thus reducing the effectiveness of state management in this area...

Concluding the monitoring session, Comrade Nguyen Ngoc Tien, Head of the Provincial Party Committee's Internal Affairs Department and Head of the Provincial People's Council's Legal Affairs Committee, requested the Hau Loc District Police to incorporate the delegates' opinions to finalize the report; in particular, the report should accurately assess the nature of the management work.
The Head of the Provincial Party Committee's Internal Affairs Department and the Head of the Provincial People's Council's Legal Affairs Committee acknowledged the efforts of the Hau Loc District Police in the state management of several industries and businesses subject to security and order conditions in the area; at the same time, they also pointed out existing shortcomings and limitations and requested the District Police to find solutions to overcome them in the future.

The Head of the Provincial Party Committee's Internal Affairs Department and the Head of the Provincial People's Council's Legal Affairs Committee also requested the Hau Loc District Police to continue to thoroughly and effectively implement the regulations of the Central Government and the province on state management of industries and businesses subject to security and order conditions. Along with that, they should do a good job of disseminating information so that people and businesses understand the legal regulations regarding industries and businesses subject to security and order conditions; in particular, focusing on raising awareness and issuing warnings.

Strengthen inspection and supervision of compliance with legal regulations and handle violations by businesses operating in sectors subject to security and order conditions. Avoid overlapping inspections and supervisions. Strengthen management of pawnshops, accommodation establishments, karaoke and dance clubs; and review similar business types in the area. In addition, focus on training and developing officers and soldiers in state management in this field.
The District People's Committee is strengthening its direction to relevant departments in the state management of certain industries and businesses subject to security and order conditions within the district.
