Teachers and parents excited about the free tuition policy

The Resolution on tuition exemption and support for preschool children, high school students, and students of general education programs in educational institutions under the national education system has just been approved by the National Assembly and will be implemented from the 2025-2026 school year. This policy is expected by many people as it will significantly contribute to reducing costs for families.

The Resolution on tuition exemption and support for preschool children, high school students, and students of general education programs in educational institutions in the national education system has just been passed by the National Assembly at its 9th Session.

Accordingly, from the 2025-2026 school year, all preschool children, primary school students, and general education students who are Vietnamese citizens or people of Vietnamese origin whose nationality has not been determined, living in Vietnam and studying in educational institutions in the national education system, will be exempted from or supported by the State for tuition fees.

Ms. Duong Thi Minh Tuoi, a teacher at Ba Trai Secondary School (Ba Vi District, Hanoi ), shared: "Since knowing this information, not only teachers but also many parents when picking up their children have expressed their excitement. Currently, the school's students pay tuition fees according to the school's mountainous area, much lower than students in the district area.

However, the socio-economic conditions here are still difficult, so not having to pay tuition fees is good news for many students' families. This decision is very meaningful, especially for students in mountainous areas with many difficulties such as in Ba Vi district."

Ms. Kieu Thi Thu, a parent of a student at Hai Ba Trung High School (Thach That District, Hanoi), shared that the tuition-free policy has long been the wish of many families here due to difficult living conditions. With students from preschool to high school age not having to pay tuition, families will have more resources to better care for their children's education.

There are still nearly 300,000 preschool children who have not yet started school.

Preschool is the "golden stage" for children's physical, cognitive, emotional and social development. Investing in preschool education is investing in the future of the country. Minister of Education and Training Nguyen Kim Son said that the network of preschool education facilities has expanded to all communes/wards, villages and hamlets across the country, increasingly meeting the need to send children to school.

The conditions for child care and education and the quality of child care and education have been improved. Every year, over 5.1 million preschool children (including over 4.5 million preschool children from 3 to 5 years old) are nurtured, cared for and educated at 15,256 preschools and 17,444 independent preschool education facilities, with the preschool enrollment rate reaching 93.6%.

However, preschool education still faces many difficulties. In particular, there are nearly 300,000 preschool children who have not yet started school, mainly children in remote, disadvantaged areas, and children in special circumstances.

The country currently has 23.2 million students, not including students studying at vocational and continuing education centers. Of these, there are 3.1 million preschool children under 5 years old; 1.7 million preschool children 5 years old; 8.9 million primary school students; 6.5 million secondary school students and 3 million high school students. To implement the tuition exemption policy, it is estimated that the state budget will need to pay about 30 trillion VND to exempt tuition fees for all students from preschool to high school.

In addition, according to Minister Nguyen Kim Son, the conditions to ensure the quality of preschool education are still poor. Of which, the rate of solid classrooms is only 84.8%, while 0.5% are temporary classrooms and nearly 3,000 classrooms are borrowed/borrowed. For public preschools alone, the rate of solid classrooms is 76.6%, with localities arranging nearly 2,500 borrowed classrooms.

The universalization of preschool education along with the tuition-free policy clearly demonstrates the policy of social security and equity. Children in remote areas, ethnic minority areas, industrial zones, etc. will be given priority by the State to ensure their right to education, thereby narrowing the development gap between regions and target groups.

It is known that the Resolution on universalizing preschool education for children from 3 to 5 years old sets the goal that by 2030, 100% of provinces and centrally run cities will meet the standards of universalizing preschool education for children from 3 to 5 years old.

The State ensures resources for universal preschool education for children from 3 to 5 years old and mobilizes social resources according to the provisions of law. Universal preschool education for children from 3 to 5 years old is implemented according to a roadmap, in accordance with the socio-economic development conditions of the locality, ensuring universalization conditions according to regulations.
