Removing obstacles for national target programs when implementing the two-level local government model

The Government Office has just issued Document No. 7464/VPCP-KTTH dated August 11, 2025, conveying the direction of Deputy Prime Minister Ho Duc Phoc on removing difficulties and obstacles in implementing national target programs in the context of deploying the 2-level local government model.

Developing eco- tourism and community tourism to materialize national target programs

Specifically, the Deputy Prime Minister requested the Chairmen of the People's Committees of provinces and cities to direct the review and detection of difficulties and problems arising (if any) in the process of implementing national target programs in the context of deploying the 2-level local government model, to immediately resolve them according to their authority or urgently request the program owners, ministries and relevant central agencies for guidance.

Ministers and heads of relevant central agencies focus on directing the resolution of institutional problems, ensuring the continuous and uninterrupted implementation of national target programs, and striving to complete the goals and tasks of each program assigned by the National Assembly .

The program's host agencies (Ministry of Agriculture and Environment, Ministry of Ethnic Minorities and Religions) urgently organize to review and synthesize proposals from ministries, central and local agencies that no longer need to use capital, and return the central budget to the Ministry of Finance for synthesis and reporting to competent authorities for consideration and decision to adjust the public investment capital plan from the central budget.
