Hanoi: Rectifying the practice of double charging at cashless parking lots

The document clearly stated that, according to information sources compiled from newspapers, radio stations and the City's Electronic Information Portal reported by the City People's Committee Office: An account belonging to the information ecosystem of Vietnam Television posted a video titled "Double collection of money at cashless parking lots" reflecting that at some parking lots on Trang Thi, Quan Su, Hai Ba Trung streets in the areas of Cua Nam, Hoan Kiem, Hai Ba Trung wards, there was a situation of collecting parking fees that were not in accordance with regulations, parking without permission, and exceeding the licensed area.

Notably, the "difference" is mainly collected in cash, while these parking lots have applied payment via QR code; on August 22, 2025, people reported on the City's Electronic Information Portal about the situation of "Phu Doan Street: reflecting on the situation of illegal occupation of sidewalks and roads for parking".

Regarding this matter, Chairman of the City People's Committee Tran Sy Thanh requested the People's Committees of Cua Nam, Hoan Kiem and Hai Ba Trung wards to urgently clarify signs of violations (if any) by relevant individuals and organizations; consider the responsibility of collectives and individuals according to Directive No. 24-CT/TU of the Standing Committee of the City Party Committee "On strengthening discipline, discipline and responsibility in handling work in the city's political system"; report to the City People's Committee before September 15, 2025.

The Chairman of the City People's Committee assigned the People's Committees of wards and communes to preside over and coordinate with the Department of Construction, the City Police and relevant agencies and units to strengthen inspection and strictly handle violations in vehicle parking activities at parking lots and points in the area according to the direction of the City People's Committee in Official Dispatch No. 3453/UBND-DT; report to the City People's Committee on the implementation results. In particular, resolutely revoke the licenses of parking lots that have violations in the implementation of technological solutions that meet the criteria of "2 no, 1 yes" (no cash, no stopping, with electronic invoices connected to tax authorities).
