A big step forward in technology
As a major administrative center of the country, Hanoi always identifies digital transformation as a top priority task to support management and direction, as well as connect and resolve procedures for people and businesses.
With a population of more than 10 million people and a large number of administrative units (30 People's Committees of districts, towns and cities; 579 communes, wards and towns), the implementation of digital transformation in Hanoi is more difficult than in other provinces/cities. However, recently, especially in the period of 2022-2023, with the strong direction of Party committees at all levels, city authorities and the participation of the entire political system, activities and events have been deployed by the city on a large scale and scope, achieving many positive results.
Hanoi is the first locality in the country to issue a Resolution stipulating "zero" fees and charges when performing online public services; the Resolution stipulates support for fees for providing criminal records information via the VNeID application in the city.
For the first time, the city's leaders have implemented digital signatures entirely on the shared software system for document management and city operations; 100% of the city's state agencies have deployed digital signatures on the system; units are actively implementing complete processing on the network environment (document/record signing on the software).
The city's integrated data sharing platform (LGSP) has been deployed to connect with 7 city information systems/databases and 14 national information systems/databases and ministries and branches. By June 2024, Hanoi will officially put into operation a number of information systems and applications serving citizens and businesses.
In particular, it has provided a number of smart urban services such as: Digital Capital Citizen Application (iHaNoi) - taking people and businesses as the center of service, being an interactive environment between the Government and the people of the Capital; City electronic health records - managing medical examination and treatment, connecting with 661 medical facilities, synchronizing data to the information system of Vietnam Social Security according to regulations, ready to display on the VNeID application; Issuing criminal records on VNeID - Citizens can quickly issue criminal records on the application, receive electronic results with legal value like paper copies and can be reused many times; The application "Hanoi Traffic Ticket Card" using dynamic QR cards (virtual cards) is being tested for public passenger transport... In addition, the city is also piloting cashless vehicle parking, aiming to create transparency in vehicle parking fee collection and reduce congestion in the city center.
Many major activities and events on digital transformation were successfully organized, including national-scale events such as: Vietnam - Asia Smart City Conference 2023 with the participation of experts and speakers from many countries and provinces and cities across the country...
According to Mr. Ha Minh Hai, Vice Chairman of Hanoi People's Committee, despite great efforts, there are still some existing problems and difficulties in digital transformation such as lack of IT human resources and digital transformation in units, and no regulations on IT and digital transformation job positions at the commune level. While the workload is increasing, the requirements are getting higher; some specialized databases are not yet on schedule, especially the construction of land databases.
Hanoi is showing determination to accelerate digital transformation, with many solutions implemented throughout the system, such as clearly assigning collectives and individuals to direct, monitor, inspect, urge, and implement digital transformation tasks, ensuring unified leadership viewpoints of "clear people, clear work, clear responsibilities, clear processes, clear efficiency", "one job - one focal point throughout".
The Hanoi People's Committee directs leaders of departments, branches and sectors to properly perceive their leading role in digital transformation according to their management areas; thoroughly resolve slow and delayed tasks, focusing on completing specialized databases, especially land databases.

Pioneer in national digital transformation
At the Conference to review the first 6 months of 2024 implementing Project 06/Government; evaluate the results of the pilot of creating electronic health records, issuing criminal records on the VNeID application and announce the operation of a number of platforms and applications of Project 06/Government in the area on June 28, organized by the Hanoi People's Committee, Prime Minister Pham Minh Chinh hoped that the Ministry of Public Security and Hanoi would continue to promote their pioneering role in national digital transformation and implement Project 06. At the same time, he requested ministries, branches and localities to effectively develop and implement a project similar to Project 06 and connect with Project 06.
The Prime Minister affirmed that digital transformation has become a movement and trend of countries, an objective requirement, a strategic choice, and a top priority in socio-economic development during the fourth industrial revolution; digital transformation has "gone to every alley, knocked on every door, and reached every person". Therefore, the Prime Minister called on the whole country, ministries, branches, and localities to continue promoting rapid and sustainable growth based on digital platforms, science and technology, innovation, and startups.
The Prime Minister affirmed that one of the "bright spots" of digital transformation in our country in the past two years is Project 06 "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030".
The Government and the Prime Minister identified Project 06 as a key and important task of national digital transformation, serving as a basis for transforming the way of living, working, thinking, methodology, and approach to solve practical problems, serving the production and business of people and enterprises based on digital technology.
Currently, the Government is resolutely directing ministries, branches, and the Hanoi People's Committee to urgently complete and submit for approval the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050. The Capital Planning needs to have "new vision - new global thinking, Capital thinking and Hanoi action", creating "new opportunities - new values" in developing the "Cultured - Civilized - Modern" Capital.
One of the key tasks is to promote digital transformation, digitize planning, build large databases, and form digital resources; aiming to build the capital into a green, smart, modern, unique, livable city, creating development momentum, having spillover effects, and connecting the northern urban area and the whole country.

People and businesses are the center
Chairman of Hanoi People's Committee Tran Sy Thanh said that immediately after the Prime Minister issued Decision No. 06 dated January 6, 2022, approving the Project on developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030; Hanoi has thoroughly grasped and deeply understood the role of digital transformation in the process of building e-Government, and at the same time identified "Project 06 of the Government as the breakthrough of the breakthrough"; is a key and central task, creating new momentum for the strong and strategic development steps of the City.
With the viewpoint and goal of "People and businesses are the center of digital transformation; taking human development, ensuring and improving people's lives as the destination; gradually making transparent and enhancing the participation of people and businesses in the activities of governments at all levels; encouraging all social resources to build, develop and promote the application of the National Population Database".
With the spirit of "Hanoi for the whole country, with the whole country" and the motto "Thinking like the Capital, acting like Hanoi", the City has pioneered in piloting many breakthrough solutions such as building an Electronic Health Record System; supporting smart devices for disadvantaged households; supporting 100% of the fee for providing criminal records information on the VNeID application; free personal digital signatures; applying "zero fee" when citizens perform administrative procedures through online public services; deploying electronic invoices generated from cash registers and collecting lump-sum taxes; paying social security, only paying pensions, social insurance benefits without using cash...
Creative and flexible solutions in implementing the Project have contributed to effectively implementing 5 target groups: Socio-economic development; Resolving administrative procedures and providing online public services; Promoting digital citizenship; Completing the ecosystem serving connection, exploitation, supplementation and enrichment of population data; Serving the direction and administration of authorities at all levels; exploiting and effectively using population data, ensuring the criteria of "correct, sufficient, clean, alive".
Thereby, bringing about breakthroughs in socio-economic development, enhancing the cultural value of the Capital, mobilizing the intelligence and contributions of the People, creating a solid foundation for the digital transformation of the City.
