
On the morning of December 13th, all wards and communes in Hanoi simultaneously launched a campaign to encourage residents to dismantle structures encroaching on roads and sidewalks. This is the first step in implementing Plan No. 332 of the Hanoi People's Committee, aimed at resolving urban order bottlenecks and building orderly and civilized wards and communes.

At the People's Committee of Cua Nam Ward, the ward's functional forces focused on rectifying the situation of encroachment on the road, street vending, and chaotic motorbike parking on the sidewalks of Ly Thuong Kiet, Hai Ba Trung, Ba Trieu, Quang Trung streets, etc.

The task force went to each household, raising awareness about returning sidewalks to pedestrians and requesting that those encroaching on sidewalks voluntarily dismantle awnings, platforms, and advertising signs. The ward authorities announced that after the campaign, all violations would be subject to enforcement action according to regulations.

"Selling goods on the sidewalk is convenient, but violations must be accepted. The authorities explained things clearly and gave us time to clear the area, so we agreed. Maintaining general order keeps the streets tidy, makes it easier for customers to move around, and in the long run, the people still benefit," said Ms. Van, a resident of Cua Nam ward.

Representatives from the People's Committee of Cua Nam Ward affirmed that this campaign to improve urban order is not a short-term initiative but part of the city's long-term and continuous plan. Besides raising awareness and encouraging residents to comply with regulations, the ward will conduct regular inspections and monitoring, especially during peak hours with high business activity. Cases of repeat violations, after being reminded and signing commitments, will be strictly dealt with according to regulations.

Simultaneously, the ward authorities have specifically assigned responsibility for managing each street to the assigned officials and neighborhood groups, in order to strengthen monitoring and supervision and promptly prevent the recurrence of encroachment.


Previously, the Hanoi People's Committee issued Plan 332 on resolving bottlenecks in urban order and building communes and wards that ensure urban order, discipline, and civility in the city. The goal of the plan is to ensure 100% of communes and wards maintain order and discipline, creating a clear transformation in the urban landscape, changing old perceptions and habits, improving the quality of life; and contributing to building a bright, green, clean, beautiful, civilized, and safe capital city.

In terms of infrastructure and urban order, the outstanding criteria include: sidewalks that are paved smoothly and cleanly; a complete system of road signs; motorbikes parked neatly on sidewalks; licensed and clearly priced parking areas; vehicles stopping and picking up/dropping off passengers in accordance with regulations; and the absence of illegal or temporary markets.

The implementation roadmap spans from now until the end of 2027, initially divided into three phases. Phase one involves investigation and public awareness campaigns, to be completed before December 31, 2025; phase two involves comprehensive inspection and enforcement, to be completed before January 30, 2026; and phase three focuses on maintaining compliance and preventing repeat violations.

At the Tay Ho Ward People's Committee, the ward police, in coordination with other forces, simultaneously launched an operation to inspect violations of urban order. The operation took place along streets such as Xuan La, Trinh Cong Son, Quang Khanh, and Quang An - areas with many restaurants and cafes that frequently place tables, chairs, and signs spilling onto the sidewalks.

In the area of alley 36, Xuan La Street (Tay Ho District), people gathered to sell goods, encroaching on the sidewalk to form an "makeshift market," which the ward police force ordered to be cleared immediately this morning.

“Previously, many households set up stalls on the sidewalk for convenience, but this made it very difficult for pedestrians. When the ward launched a campaign to raise awareness and give clear reminders, I noticed that everyone understood better. My family voluntarily tidied up our belongings to keep the sidewalk clear. If we enforce this strictly and maintain it regularly, people will get used to it and comply well,” shared Mr. Hoang Anh, a resident of Tay Ho ward.

This morning, many business owners proactively packed up their belongings and dismantled extensions in front of their shops after receiving the notification.
