In the face of the complicated developments of storm No. 3, on the evening of July 20, Chairman of the Hanoi People's Committee Tran Sy Thanh issued an urgent dispatch, directing departments, branches, sectors and People's Committees of communes and wards to focus on responding to storms, floods, landslides and inundation in the area. The dispatch emphasized the requirement for units to strictly implement the Prime Minister's dispatch No. 112/CD-TTg; organize 24/24-hour duty, regularly update and report on natural disaster situations and prevention, control and overcoming of consequences.

The Chairman of the City People's Committee requested each locality to proactively inspect and review residential areas along rivers, low-lying areas, and areas at risk of flash floods and landslides; immediately deploy plans to evacuate people if necessary. Localities also need to establish and strengthen the Commune Civil Defense Command Committee; arrange forces to guard and control traffic at deep flooded areas, overflows, underground areas, and areas with strong currents; prepare adequate means and materials, and be ready to drain water to protect production and residential areas.

The Department of Agriculture and Environment is assigned to closely monitor weather developments, direct the operation of drainage works, and ensure the safety of dykes and dams, especially in suburban areas. Irrigation companies are required to coordinate with local authorities to prepare flood response plans.

The Department of Construction is responsible for directing forces to clear up fallen trees due to heavy rain on the afternoon of July 19; deploying measures to protect traffic works, lighting, and urban drainage. The Capital Command and the City Police are assigned to proactively mobilize forces and means to participate in rescue, search and rescue, and respond to natural disasters when requested.

Notably, the Chairman of the City People's Committee assigned the city's press and media agencies, including Hanoi Radio and Television, Hanoi Moi Newspaper, and Economic and Urban Newspaper, to coordinate in propagating, raising awareness and disaster response skills for people; promptly reporting accurate and complete information when natural disasters occur.
