Earlier, on the evening of July 19th, heavy rain and high waves in the waters off Ha Tinh province caused the fishing vessel HT 20015 TS, owned and captained by Mr. NVT (residing in Loc Ha commune), and the fishing vessel HT 90094 TS, captained by Mr. NVH (residing in Loc Ha commune), to lose contact while fishing at sea.

Currently, one resident who has not been contacted is Mr. LHC (born in 1987, residing in Tran Phu ward, Ha Tinh province). According to initial information, at around 7 PM on July 19th, Mr. LHC, a construction worker, is suspected to have gone swimming at Loc Ha beach and was swept away by waves. He has not yet been found (his belongings and documents were found by authorities near the beach). Local authorities, law enforcement, and residents are currently conducting a search.

On the evening of July 19th, a small fishing boat belonging to Mr. TVH (born in 1962) and his crewmate, Mr. HVM (both residing in the same village), was fishing near the shore when it encountered strong waves and winds, causing it to capsize. Both fishermen fell into the sea. Rescue forces promptly saved Mr. TVH, who was clinging to a piece of driftwood, while Mr. HVM remains missing.

At noon the same day, Lieutenant Colonel Doan Duc Long, Commander of the Lach Ken Border Guard Station (Ha Tinh Provincial Border Guard), stated that they have still not been able to contact fisherman HVM (born in 1968, residing in Dong Tay village, Co Dam commune, Ha Tinh province). Functional forces, local authorities, and residents are coordinating the search for this fisherman.

According to statistics, initial damage caused by Typhoon No. 3 in Loc Ha commune includes 20 sunken boats (of which 19 have been towed ashore, and 1 was broken apart and sunk by waves); 15 shops and 2 houses had their roofs blown off. The initial estimated property damage is approximately 450 million VND.
