According to information from the Quang Tri Department of Industry and Trade, to date, 16 industrial clusters have been established in the province with a total area of 434.5 hectares, and an average occupancy rate of 69.2%. By the end of 2024, these industrial clusters had attracted 176 investment projects with a total registered capital of over 4,900 billion VND; approximately 2,300 billion VND had been invested in construction, of which 93 projects had commenced production and business operations.

However, due to funding difficulties, most industrial clusters in the area currently lack complete centralized wastewater treatment systems. Specifically, out of 16 industrial clusters, only 3 have built wastewater treatment systems: Ai Tu Industrial Cluster, Huong Tan Industrial Cluster, and Cua Tung Industrial Cluster.
Of these, the wastewater treatment systems in the Ai Tu and Huong Tan industrial clusters have been out of operation since 2012-2013, while the Cua Tung industrial cluster has not yet been handed over for use. Three other industrial clusters, Dien Sanh, Hai Thuong, and Dong Ai Tu, are currently under construction. The remaining clusters have not yet had centralized wastewater treatment systems installed. Automatic wastewater monitoring systems have also not been installed in any of the industrial clusters.
The main reason is the lack of investment capital, primarily dependent on the state budget, while the allocated funds are meager and insufficient to meet the needs of infrastructure development (including environmental infrastructure) in industrial clusters. Investment has only been made in essential items to attract investment and development projects in 16 industrial clusters across various localities. Industrial clusters established before 2010 have only invested in basic infrastructure such as land leveling and roads, without focusing on wastewater treatment.
To ensure environmental protection, the province has required production facilities within the industrial cluster to treat their wastewater to meet standards before discharging it into the environment; production facilities within the industrial cluster must also follow the procedures for obtaining environmental permits as prescribed. The province regularly and strictly manages, monitors, and controls pollution sources. Several complaints and suggestions regarding environmental pollution inside and outside the industrial cluster have been promptly investigated, verified, and addressed, limiting prolonged environmental pollution affecting surrounding areas.
According to Deputy Director of the Department of Industry and Trade Nguyen Thanh Hieu, to address this issue, the Department of Industry and Trade proposes strengthening investment promotion, attracting capable enterprises to be the investors in industrial cluster infrastructure, and prioritizing the socialization of investment in wastewater treatment systems. It also recommends continued investment in the construction, completion, renovation, upgrading, and maintenance of technical infrastructure in existing industrial clusters, especially the completion of wastewater treatment systems to ensure compliance with environmental laws. Furthermore, it suggests balancing resources from development investment funds to invest in environmental protection infrastructure in industrial clusters. A pilot program for operating wastewater treatment systems will be implemented in the Hai Thuong and Cua Tung industrial clusters. Simultaneously, the Department will advise the Provincial People's Committee to review the plan for collecting infrastructure usage fees in industrial clusters, adjusting the roadmap accordingly to increase revenue, reduce the burden on the budget, support maintenance and reinvestment in infrastructure, and ensure sustainable development.
