From the beginning of the year, the District Party Committee, the District People's Council, and the District People's Committee directed departments, sectors, and localities to implement many solutions synchronously, flexibly, and effectively to promote socio-economic growth and development in each sector, field, and locality; accelerate the progress of key projects; focus highly on building new rural areas; effectively exploit and develop the potential of the tourism, service, and trade sectors... As a result, by the end of the year, the locality had achieved or exceeded the plan for 25 out of 32 targets.

In 2023, the total value of production at current prices was estimated at VND 4,182 billion, an increase of 9.34% compared to 2022. 540 hectares of rice land were consolidated, the planted area reached 8,297 hectares, and the estimated food production reached 30,183 tons (an increase of 6.96% compared to the previous year); the total livestock population included 10,802 buffaloes and cattle, 10,300 pigs, and 291,000 poultry; the output of fishing and aquaculture reached 6,116 tons.
Loc Ha has mobilized 39.7 billion VND to "improve" the criteria at the commune level, and has completed the dossier awaiting recognition as a New Rural Area; budget revenue is estimated at 141 billion VND; investment capital disbursement is estimated at nearly 288 billion VND, reaching 93.5% of the planned capital; culture and social affairs are taken care of, national defense and security are maintained, and social welfare is given attention...

At the meeting, delegates heard a report on the implementation of the 2023 socio-economic plan and the 2024 socio-economic development plan; a report on the implementation of the 2023 public investment plan, targets, tasks and solutions for 2024.
The agenda includes: reporting on the implementation of the State budget revenue and expenditure plan for 2023 and the revenue and expenditure plan for 2024; reporting on the monitoring activities of the Fatherland Front Committee of the town and other important reports; questioning and answering questions from members of the Town People's Committee on the implementation of issues addressed in previous questions from the beginning of the term to date and newly arising issues....

In 2023, Ky Anh town achieved many important results in socio-economic development. Total budget revenue in the area reached 329 billion VND by November 30th, achieving 126% of the provincial plan and 93% of the town's plan. Investment capital disbursement reached 398 billion VND by November 30th, exceeding 72% of the plan, and is expected to reach 100% of the allocated capital by January 31st, 2024 (the end of the budget adjustment period).
Industrial production has regained its growth momentum. Unit 1 of the Vung Ang I Thermal Power Plant, after nearly two years of shutdown, resumed operation in August 2023; production of key products (steel, electricity) achieved significant growth; key projects showed many positive signs, with the Vung Ang II Thermal Power Plant project completing 70% of its plan, ensuring the set schedule...
The construction of new rural areas and civilized urban areas continues to achieve many important results: Ky Ha commune has achieved advanced new rural area standards; there are 17 model gardens and 6 products that have achieved OCOP 3-star standards; 3 out of 9 groups of criteria and 12 out of 20 sub-criteria in the construction of civilized urban areas have been completed. 170 new businesses and branches were established with a total registered capital of 1,200 billion VND, reaching 108% of the plan; 4 projects were granted investment certificates with a total investment of 90 billion VND.
2024 is a breakthrough year for implementing and striving to complete the 2021-2025 five-year plan and transform Ky Anh town into a city. Therefore, Ky Anh town will continue to maintain growth in various fields with targets such as: average per capita income of 60 million VND/person/year; a production value growth rate of 8.96%; local budget revenue of 370 billion VND; a trained workforce rate of 82%; creating 2,200 new jobs; a poverty rate below 2%; and a near-poverty rate below 3.5%...
