Focus on solutions to promote 4 economic pillars
During the meeting, the Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of Ba Ria - Vung Tau, Pham Viet Thanh, provided the Hanoi City People's Council delegation with an overview of the province's socio-economic situation. According to him, Ba Ria - Vung Tau province is located in the Southeast region, within the Southern key economic zone. Positioned as a gateway to the East Sea for provinces and cities in the region, Ba Ria - Vung Tau is the only locality in the Southeast region with significant potential for developing marine economic sectors such as: oil and gas exploration, seaports and maritime transport, seafood exploitation and processing, and the development of resort and beach tourism.
Currently, in addition to the key transport infrastructure projects being implemented by the Central Government in the Southeast region, the province is also investing in the construction of a number of other key routes such as Road 991B, Phuoc Hoa - Cai Mep Road; Provincial Road 991 extension; coastal road (Provincial Road 994) from Vung Tau to Binh Chau; road connecting with Bien Hoa - Vung Tau Expressway to synchronously connect with localities in the southern key economic zone and the Southwest region...

Regarding the organizational structure of the Provincial People's Council for the 2021-2026 term, the province currently has 51 delegates. The province has a Chairman of the Provincial People's Council, 2 Vice Chairmen of the Provincial People's Council and 3 Provincial People's Council Committees. The Standing Committee of the Provincial People's Council organizes regular meetings according to the annual program and plan. The meeting management work is carried out flexibly by the Standing Committee of the Provincial People's Council, ensuring democracy and seriousness.
From the beginning of the term until July 2024, the Provincial People's Council successfully held 22 sessions (including 7 regular sessions and 15 specialized sessions). Through these sessions, the Provincial People's Council passed 349 resolutions, many of which were very important and had a profound impact on the sentiments of the people, as well as on the effectiveness and efficiency of all levels of government, and on the tasks of socio-economic development and ensuring social security in the province.
The implementation of the Provincial People's Council's resolutions has positively impacted all aspects of social life, contributing to socio-economic development, improving the investment environment, attracting increased investment; ensuring social security, and improving the material and spiritual lives of the people. In addition to deciding on important issues at the sessions, in the period between sessions, the Standing Committee of the Provincial People's Council also promptly provides opinions in various documents to the Provincial People's Committee to resolve issues arising in the management and administration process.

At the working session, giving an overview of the socio-economic situation of Hanoi, Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan said that in the first 6 months of 2024, Hanoi has focused on leadership, direction, administration, promoting the spirit of solidarity, innovation, resolutely implementing strategic and regular tasks; paying attention to solving urgent and urgent people's issues and achieving many important results. In particular, GRDP in the first 6 months of the year increased by 6.0%; State budget revenue reached 252,054 billion VND (equal to 61.7% of the estimate and increased by 12.5% over the same period). All economic sectors have grown and developed stably. Urban planning, management, renovation and development have been accelerated and have achieved many positive results.
Along with that, the fields of culture, education and training, and health care are given attention and investment. Social security is guaranteed. The fields of administrative reform, digital transformation, increased decentralization, authorization, and organizational restructuring are implemented drastically and effectively; political security and social order and safety are maintained.
In particular, Hanoi continues to be a safe destination for international friends and tourists, and the venue for many important national events. The city has actively completed the Capital City Planning for the period 2021-2030, with a vision to 2050, and the revised Capital City Master Plan to 2045, with a vision to 2065; focused on and decisively accelerated the implementation of the Ring Road 4 - Capital Region project and other key projects of the city; implemented the Resolution of the City People's Council on investment in three areas: education and training, healthcare, and restoration of historical relics; carried out several tasks in preparation for the Party Congresses at all levels, leading up to the 18th Hanoi City Party Congress, and many other important tasks.
Notably, on June 28, 2024, at the 7th Session, the 15th National Assembly officially voted to pass the Capital Law (amended) with 7 chapters, 54 articles with 9 groups of mechanisms and policies and formalized the urban government model in Hanoi, strengthening decentralization and authorization, which is an outstanding driving force for the development of the Capital - Cultured, civilized, modern.
Regarding the organization and apparatus of the City People's Council for the 2021-2026 term, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that, implementing Resolution No. 97/2019/QH14 of the National Assembly on "piloting the model of organizing the urban government model in Hanoi", accordingly, Hanoi City will not organize People's Councils in wards of Son Tay district and town.
For the City People's Council, at the beginning of the term there were 95 delegates, now there are 93 delegates, divided into 30 delegation groups of districts, towns. The Standing Committee of the City People's Council consists of 7 comrades: Chairman, 2 Vice Chairmen and 4 Heads of the People's Council Committees, all working full-time. The City People's Council established 4 Committees of the City People's Council: Economy - Budget, Culture - Society, Law, Urban.
According to Chairman of the Hanoi People's Council Nguyen Ngoc Tuan, in order to continue innovating and improving the quality of operations, right from the beginning of the 2021-2026 term, the Standing Committee of the Hanoi People's Council proactively developed an activity plan; reviewed and developed working regulations, internal procedures, and assigned tasks to the Standing Committee and the Committees of the People's Council to organize and implement tasks.
From the beginning of the term (2021-2026) to July 2024, the City People's Council held 17 sessions, including 8 regular sessions and 9 specialized sessions, issuing 223 resolutions, many of which are very important and have a profound impact on the effectiveness and efficiency of all levels of government, socio-economic development tasks, and ensuring social security in the city. The organization of the sessions was directed and implemented by the Standing Committee of the City People's Council from an early stage, in a systematic, scientific, high-quality, effective, and within its authority.
Furthermore, the supervisory activities of the City People's Council, its Standing Committee, and its various committees have continued to be reformed and improved in quality. The content of supervision is focused and targeted, concentrating on important and urgent issues of concern to voters and the public. Through supervisory activities, the implementation of legal regulations has been seriously assessed, and shortcomings and inadequacies have been promptly addressed. This has led to proposals to promote investment and mechanisms and policies in areas under the city's jurisdiction.
At the conference, delegates from the Hanoi City People's Council and the Ba Ria-Vung Tau Provincial People's Council exchanged experiences in session activities, supervision, accountability, and questioning. In particular, many delegates engaged in in-depth discussions on session activities and decisions on important issues, mechanisms, and policies at the local level, linked to the implementation of central government directives and key socio-economic development tasks; and shared experiences and solutions to improve the quality, effectiveness, and efficiency of supervision, questioning, and accountability activities of the People's Councils and Standing Committees at the provincial and city levels – especially the supervision of the handling of complaints, denunciations, suggestions, and feedback from voters and citizens.
