“Double” effectiveness from forest environmental service payment policy

From the source of payment for forest environmental services (FES), besides having conditions to manage and protect forests more effectively, the Forest Protection Management Board (FPMB) of Phuoc Son district, Quang Nam also solves jobs, contributing to social security in the locality, especially for ethnic minorities.

Phuoc Son is a mountainous district of Quang Nam province, with ethnic minorities accounting for about 70% of the total population. Most of them live in communes in the highlands. People's lives are mainly agricultural and they do not have stable jobs. Especially those living near the edge of the forest, vulnerable areas, have to depend on the forest for their daily life. Many people without stable jobs often have negative thoughts and actions related to forest resources.

From the source of DVMTR payment, the Phuoc Son District Forest Protection Management Board has signed labor contracts with 112 people, including 95 ethnic minorities and children of local people. Thereby contributing to creating stable jobs for the people and the district in general.

"This force is the core force that understands customs and terrain, thereby propagating and mobilizing people to bring about clear results, thereby having a great impact on the work of forest protection and management as well as the local security situation in general," said Mr. Ung Duy Ba, Deputy Director in charge of the Forest Protection Management Board of Phuoc Son district.

Effectively implementing the policy of paying for forest environmental services, the Phuoc Son District Forest Protection Management Board has achieved positive results in all aspects of work. Notably, the forest development work is noteworthy. The Board has planted, cared for, and protected 154 hectares of planted forests including lim, lat hoa, and sao den; managed and protected more than 33,000 hectares of forest; assigned the community to 2 communes of Phuoc Kim and Phuoc Loc; and conserved medicinal herbs, conserving 1 hectare of medicinal herbs including 4 species of ba kích, khôi nhung, thiên niên kien, and sa nhân which are currently being well protected and developed.

In addition, the Phuoc Son District Forest Protection Management Board has completed the review, measurement and development of a plan according to Plan No. 5899/KH-UBND dated October 9, 2020 of the People's Committee of Quang Nam province in the entire district. The sustainable forest management plan in the forest area of ​​the Board has been approved. Develop a tree planting plan and complete the planting of 8,000 trees (6,000 lim trees, 2,000 giổi trees) in Sub-area 661, the Dak Mi 4 hydropower reservoir area in Phuoc Hoa commune. Prepare a dossier to propose to include in the 2024 supplementary forest environmental service payment with a total area of ​​90.61 hectares...
