According to Mr. Trinh Van Thao - Vice Chairman of Bao Lam District People's Committee, after 10 years of implementing Conclusion No. 114/KL-TW dated July 14, 2015 of the Central Party Secretariat on improving the effectiveness of mass mobilization work of state agencies, it can be affirmed that mass mobilization work of government agencies at all levels in Bao Lam has contributed significantly to political stability, helping to strengthen the strength of the great national unity bloc, thereby creating leverage for socio-economic development, maintaining security - order, and social security in the locality. Many policies and resolutions on mass mobilization work have been institutionalized by Bao Lam into plans and programs suitable to the reality of each locality and the specific characteristics of each agency and unit. Thanks to that, the role and responsibility of government agencies at all levels has been affirmed, and the awareness of cadres, civil servants, and public employees towards mass mobilization work has also changed significantly.
From 2015 to 2025, at the beginning of each year, agencies, units and localities have concretized mass mobilization work into programs and plans associated with the implementation of professional tasks, at the same time, assigned leaders in charge, sent cadres and specialists to monitor mass mobilization work, in addition to focusing on innovating mass mobilization methods towards being close to the grassroots, increasing meetings and direct dialogues with the people, promptly grasping and resolving the difficulties and obstacles of the people right at the grassroots level, ensuring the principles of equality, publicity, democracy, promoting the right to mastery, as well as the obligations of citizens. State management agencies in Bao Lam have done a good job of mass mobilization work associated with receiving citizens, resolving complaints, denunciations and pressing issues of the people. On the 5th and 25th of every month, the head of the Party Committee maintains regular citizen reception work, listens to people's opinions, and thoroughly handles complaints and petitions according to their authority, which are agreed and supported by the people. Statistics from Bao Lam authorities show that from 2015 to present, the Citizen Reception Committee of Bao Lam district has received 2,186 petitions. Of which, 1,484 petitions are eligible for processing, Bao Lam district authorities have thoroughly resolved 1,467 petitions and 17 petitions are in the process of being resolved. In addition, mass mobilization work associated with administrative reform is also regularly carried out by Bao Lam. Currently, 14/14 commune-level units and Bao Lam district have a One-Stop Department, 100% of administrative procedures are resolved according to the One-Stop and One-Stop mechanism, helping to shorten the time for resolving related procedures of people and businesses. The rate of partially and fully resolved online applications out of the total number of applications reached 98%.
According to the People's Committee of Bao Lam district, the facilities and equipment serving the activities at the One-Stop Department are invested in spacious, airy, clean, modern, and convenient for serving people and businesses. The reception of documents and return of administrative procedure results at the One-Stop Department are carried out in accordance with the prescribed procedures. The staff, civil servants, and public employees working here are sufficient in number, have high professional capacity, good moral qualities, and a serious and proper working attitude, clearly demonstrating the spirit of serving the people. The role of mass mobilization of state agencies in Bao Lam is also demonstrated in the work of mobilizing the rearrangement of a number of specialized departments and offices of the district and mobilizing the merger of a number of villages and residential groups in Bao Lam, from 13 specialized departments/offices (2015) now reduced to 10 specialized departments/offices and from 68 public service units (2015) now reduced to 60 public service units; From 112 villages and 24 residential groups (2017) now reduced to 106 villages and 20 residential groups, creating streamlining, improving the effectiveness and efficiency of the organizational apparatus. The Party Committee and government in Bao Lam have also promoted mass mobilization work in conjunction with the implementation of Directive No. 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, thereby creating a change in awareness and action in each cadre and party member in performing their duties, building a government that serves the people.
The good implementation of mass mobilization work by state agencies in Bao Lam has created favorable conditions for the people to promote their mastery in participating in social supervision and criticism, and at the same time demonstrate their role as the main subject in local patriotic emulation movements in building new rural areas, developing the economy - society, ensuring national defense, security and social security.
