
Comrade Phan Dinh Trac, Politburo member, Secretary of the Party Central Committee, Head of the Party Central Committee's Internal Affairs Commission chaired the workshop. Co-chairing the workshop were Party Central Committee members: Vice Chairman of the National Assembly Nguyen Khac Dinh, Deputy Prime Minister Le Thanh Long, Chairman of the National Assembly's Committee for Law and Justice Hoang Thanh Tung, and Minister of Justice Nguyen Hai Ninh.
Attending the workshop were comrades representing leaders of central departments, ministries and branches, leaders and representatives of a number of provinces and centrally-run cities; experts, scientists, managers and practitioners.
In his opening speech, Deputy Prime Minister Le Thanh Long assessed the workshop as an important event, contributing to clarifying theoretical aspects, identifying practical issues, and referring to international experience to realize the goal of making institutions and laws a competitive advantage, playing a leading role in national development.
The Deputy Prime Minister affirmed that the Party and State always pay special attention to the work of building and perfecting institutions and laws, identifying this as one of the three strategic breakthroughs; have issued and effectively implemented many policies, guidelines, mechanisms and innovative policies, improving the effectiveness of law-making and enforcement work and achieving many important results; have issued and effectively implemented many policies, guidelines, mechanisms and innovative policies, improving the effectiveness of law-making and enforcement work and achieving many important results.
"In particular, we have issued Resolution 27 on building a socialist rule-of-law state and Resolution 66 on innovating the work of building and enforcing laws. These are historic policies, guiding the development of the Vietnamese legal system in the recent past and in the future," he emphasized.

According to the Deputy Prime Minister, the work of building and enforcing laws in recent times has been innovative in both thinking and working methods; many mechanisms and policies have been issued, promptly removing many "bottlenecks" in the legal system, handling many difficulties and problems in the development process.
The legal system has established a hierarchy between types of documents with a clear and appropriate basic legal effect hierarchy; many modern legislative techniques have been absorbed and applied in Vietnam.
Pointing out the limitations and shortcomings in the work of building and perfecting the law, the Deputy Prime Minister requested that at today's workshop, agencies, experts and scientists participate, contribute opinions and propose initiatives for the process of continuing to build and perfect the legal system; focusing on discussing and clarifying the theoretical basis and foundation for perfecting the structure of the legal system to meet development requirements in the new period.
At the same time, assess the current status of the structure of Vietnam's legal system as well as specifically identify directions, solutions, and roadmaps for perfecting the structure of Vietnam's legal system to overcome limitations and shortcomings, and build a more complete legal system structure so that the State and entities can properly promote their roles, positions, and responsibilities in the country's development process.
At the workshop, delegates focused on clarifying the theoretical basis and international experience in designing the legal system structure, and at the same time fully identifying the content of the structure of the Vietnamese legal system that is most suitable to the specific conditions of Vietnam; Clearly identifying the context, urgency and requirements that need to be met when perfecting the structure of the Vietnamese legal system in the new era; Comprehensively assessing the current status of the structure of the Vietnamese legal system, the advantages and achievements that need to be inherited, the limitations and shortcomings (if any) and the issues that need to be addressed to perfect the structure of the Vietnamese legal system to meet the requirements of national development in the new era;
Delegates also proposed orientations and solutions to perfect the structure of Vietnam's legal system, aiming to propose a comprehensive, modern, and reasonable structural framework that covers new industries and fields arising from the impact of the technological revolution and current new development trends.
