At the Conference, the Council approved the draft report summarizing the emulation and reward work and the 2025 Emulation Movement; directions and tasks for 2026; scoring the emulation for the last 6 months of the year and the whole year of 2025; considering and proposing to award the titles of the 2025 Emulation Movement; considering and proposing to award the title of "Outstanding Cultural Unit" in 2025; considering and proposing to recognize the titles of "Exemplary, Outstanding" Comprehensive Strong Unit and "Excellent Training Unit" in 2025.

The Draft Report on the Summary of Emulation and Reward Work and the Emulation Movement for Victory in 2025 assessed that the emulation and reward work and the Emulation Movement for Victory were promptly, comprehensively, synchronously, and focusedly led and directed by the Party Committee, the General Department's commanders, and Party committees and commanders at all levels in the General Department.

Emulation and reward work in the General Department is conducted strictly, in accordance with procedures and principles, oriented towards the grassroots, promptly encouraging cadres, employees, soldiers and workers in the General Department to overcome difficulties and strive to complete their tasks well.

The Emulation Movement for Victory took place vigorously and widely, with many innovations and outstanding activities, especially in the emulation in performing combat readiness tasks and emergency tasks, overcoming the consequences of natural disasters, storms and floods, search and rescue; during the peak emulation period and activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification; the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam; training, exercises, training, competitions and sports events achieved many positive results.

The General Department has made adjustments to the organization of the force to ensure strictness, science, and compliance with the plan. The quality of building a regular, disciplined and reformed military administration, building a clean and strong Party organization at all levels, and a strong and comprehensive agency "Exemplary and typical" ensures effectiveness and substance.

Concluding the Conference, Lieutenant General Do Van Thien acknowledged and highly appreciated the activities of the General Department's Emulation and Reward Council in 2025, and requested the Standing agencies of the TCHC-KT Emulation and Reward Council to absorb opinions and complete documents to report according to decentralization.
