The conference heard a report on the plan for the preservation, restoration, and rehabilitation of the Hoa Lu Ancient Capital National Special Monument.

On the morning of December 17th, the Provincial People's Committee held a conference to hear a report on the plan for the preservation, restoration, and rehabilitation of the Hoa Lu Ancient Capital, a special national historical site in Ninh Binh province, until 2030, with a vision to 2050. Comrade Tong Quang Thin, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, chaired the conference.

Attending the conference were leaders from the following departments: Culture and Sports, Planning and Investment, Finance, Tourism, Agriculture and Rural Development, Transport, Natural Resources and Environment, Construction, Interior, Education and Training; the Provincial People's Committee Office; the Provincial Historical Science Association; leaders of the People's Committees of Ninh Binh City, Hoa Lu, Gia Vien, and Nho Quan districts; and representatives from the consulting unit.

At the conference, delegates heard a report from the consulting unit on the plan for the preservation, restoration, and rehabilitation of the Hoa Lu Ancient Capital National Special Monument in Ninh Binh province until 2030, with a vision to 2050, phase 2, focusing on strategic orientation and spatial development, with a focus on three main themes: sustainable conservation orientation of the Hoa Lu ancient capital heritage with 12 contents; development of the heritage economy ; and functional zoning and spatial development.

Representatives from the consulting unit presented a plan for the preservation, restoration, and rehabilitation of the Hoa Lu Ancient Capital, a special national historical site.

Accordingly, the sustainable spatial development orientation for the Hoa Lu Ancient Capital until 2030, with a vision to 2050, includes the following contents: Orientation of spatial growth limits for conservation and development; orientation of urban and rural population distribution; identification of the relationship between the conservation space of relics and new construction; orientation of conservation and development of heritage space; orientation of tourism space development; orientation of central space development and key areas; orientation of transportation space development; orientation of green space and water surface development; orientation of open space and community space development; orientation of residential space development; orientation of technical infrastructure space development; orientation of service and utility space development; orientation of job creation space development; orientation of ecological and environmental space development; orientation of aesthetic and stylistic space development.

The consulting unit proposed 12 ideas for functional zoning and spatial development, including: reviving the ancient capital of Hoa Lu with its cultural, civilized, and historical appearance; a development strategy for the ancient capital-heritage city of Ninh Binh; a model for sustainable conservation of the ancient capital of Hoa Lu; the urban structure of the central heritage city of Hoa Lu; historical urban areas, recreating traditional spaces...

The zones are established and organized based on the transformation of existing functional spaces and landscapes, interspersed with thematic areas according to heritage characteristics, new development areas, interactive development areas, economic and social infrastructure, cultural and tourism infrastructure, transportation infrastructure, and technical infrastructure.

In this context, thematic functions related to heritage, cultural functions, indoor museums, open museums, outdoor museums, libraries, performance areas, festival performances, in-depth research, tourism services, commerce, finance, and heritage settlements play a leading role.

For heritage economics, branding and product systems include content on the practical basis of heritage preservation and economic development; paradoxes in tourism development; the effectiveness of heritage economics and cultural industries; trends in cultural tourism and advantages over other types of tourism; heritage preservation and local economic development…

In their comments on the planning proposal, the delegates assessed that the plan has many new points, a broad vision, and is worthy of being a long-term plan.

The opinions focused on the following issues: in planning, attention should be paid to tangible and intangible cultural elements; more expert and scholarly opinions are needed for evaluation and supplementation; regarding heritage economics, thorough research on global trends is necessary to identify trends in cultural tourism and the advantages compared to other types of tourism, as well as heritage preservation and local economic development.

Specifically, planning needs a long-term vision, consistency between plans, and avoiding conflicts during implementation; prioritizing planning to address related issues; regarding functional spatial orientation and zoning, the consulting unit is requested to reconsider to avoid overlapping with existing regional and district plans; the consulting unit should focus on research to reconstruct and recreate cultural spaces to ensure they fully reflect historical periods; and strong investment should be made in archaeological work…

After hearing contributions from representatives of departments, localities, and the Historical Science Association, the representative of the consulting unit discussed and clarified the issues raised by the delegates.

Concluding the conference, Comrade Tong Quang Thin, Standing Vice Chairman of the Provincial People's Committee, emphasized the special importance of the Plan for the Preservation, Restoration, and Rehabilitation of the Hoa Lu Ancient Capital National Special Monument in the provincial planning and the Ninh Binh urban master plan, as well as the orientation for building a millennium heritage city, developing the cultural industry, and aiming to become a center for organizing events for the province and the nation.

The comrade also noted the conflict between development and preservation. Therefore, it was suggested that a unified perspective is needed in the preservation, restoration, and promotion of the Hoa Lu Ancient Capital Special National Monument, as a basis for Ninh Binh to move towards building a Millennium Heritage City, basically meeting the criteria of a centrally-governed city by 2030 and becoming a centrally-governed city by 2035.

The Standing Vice Chairman of the Provincial People's Committee agreed in principle with the contents mentioned by the consulting unit. He also requested the consulting unit to respect the approved plans and continue to coordinate with relevant departments, agencies, and localities to finalize the Report on the planning scheme for the preservation, restoration, and rehabilitation of the Hoa Lu Ancient Capital National Special Monument in Ninh Binh province until 2030, with a vision to 2050.
