The festival is organized by the Vietnam Musicians Association in coordination with the People's Committee of Ho Chi Minh City; the Department of Culture and Sports of Ho Chi Minh City; Ho Chi Minh City Television; and the Ho Chi Minh City Music Association. This event is a practical way to celebrate the Party Congresses at all levels, leading up to the 14th National Congress of the Communist Party of Vietnam; to commemorate the 75th anniversary of diplomatic relations between Vietnam and China (1950-2025); and to launch the "Vietnam-China Humanistic Exchange Year" to strengthen cooperation in the field of music between the two countries.
According to the organizers, the themes of the works and performances participating in the Festival focus on the Party, President Ho Chi Minh, the current process of building and defending our country; love for the homeland and country, traditional Vietnamese culture and people in the era of national development; and international culture and friendship.

The 2025 National Music Festival (expanded) comprises two areas: the Music Works Festival; and the Vietnamese Vocal and Instrumental Solo Performance Festival (performance festival).
Works submitted to the Festival must be newly composed in 2024 and 2025 by members of the Vietnam Musicians Association from branches and groups of musicians nationwide, and must not have participated in any competitions organized by central agencies or departments. The genre of works submitted to the Festival includes songs or instrumental ensembles/solos (each work no longer than 7 minutes).
For the singer and artist performance festival: The genre of works submitted to the festival is songs or instrumental solos. The works performed in the festival must be Vietnamese pieces chosen by the singer or artist themselves, possessing a high level of technical skill. Participating artists may be members or non-members of the Vietnam Musicians Association, selected and nominated by their respective branches.
On this occasion, Vietnamese and Chinese musicians, singers, and artists organized, arranged, and performed a Vietnamese-Chinese symphony music program on the closing night (November 2nd) at the Ho Chi Minh City Opera House.
