The festival is organized by the Vietnam Musicians Association in coordination with the Ho Chi Minh City People's Committee; Ho Chi Minh City Department of Culture and Sports; Ho Chi Minh City Television; Ho Chi Minh City Music Association. The practical event welcomes Party Congresses at all levels, towards the 14th National Party Congress; celebrates the 75th anniversary of diplomatic relations between Vietnam and China (1950 - 2025), and at the same time launches the "Vietnam - China Humanitarian Exchange Year" to strengthen cooperation in the field of music between the two countries.

The organizers said that the themes of the works and performances participating in the Festival focus on the Party, Uncle Ho, the current construction and protection of our Fatherland; love for the homeland, country, traditional Vietnamese culture and in the era of national development; culture and international friendship.

People's Artist Xuan Bac participated in the Vietnam - China Symphony Music Program - one of the activities of the Festival.

The 2025 National Expanded Music Festival includes two areas: Music Works Festival; Vietnamese Voice Festival and Instrument Solo (performance festival).

Works participating in the Festival are new works composed in 2024 and 2025 by members of the Vietnam Musicians' Association from branches and musician groups nationwide that have not participated in any competitions of central organizations, departments and branches. Genres of works participating in the Festival include songs or ensembles, instrumental solos (duration not exceeding 7 minutes/work).

For the festival of performances by singers and artists: The genre of the performance participating in the Festival is a song or a solo musical instrument. The work performed in the Festival is a Vietnamese work chosen by the singer or artist with high technical content. Artists participating in the Festival are members or non-members of the Vietnam Musicians Association and are selected by the branch to be introduced to participate.

On this occasion, Vietnamese and Chinese musicians, singers and artists composed, staged and performed the Vietnam - China Symphony Music Program on the closing night (November 2) at the Ho Chi Minh City Theater.
