Guidelines for organizing the 2025 High School Graduation Exam in the context of administrative unit arrangement

The Ministry of Education and Training has sent an official dispatch to the People's Committees of centrally-run provinces/cities subject to the arrangement of provincial-level administrative units on instructions for organizing the 2025 High School Graduation Exam.

Accordingly, in order to ensure the organization of the 2025 High School Graduation Exam seriously, safely, in accordance with regulations and in accordance with the arrangement of new provincial-level administrative units, the Ministry of Education and Training requests the People's Committees of provinces/cities directly under the Central Government that are subject to the arrangement of provincial-level administrative units according to Resolution No. 202/2025/QH15 dated June 12, 2025 of the 15th National Assembly (Resolution 202), to direct relevant units to implement a number of contents.

For localities operating the government after the arrangement from July 1, the exam supervision work must comply with the direction, guidance, and plan of the Ministry of Education and Training, the National Exam Steering Committee, and relevant ministries and branches.

In the work of marking and reviewing exams:

Step 1: Establish examination boards according to current administrative units. In particular, prioritize the use of personnel who are not subject to mobilization or rotation due to the arrangement of provincial-level administrative units to limit changes when implementing tasks; ensure funding sources for organizing the activities of the boards, clearly determine the spending levels for the activities of the boards and members of the examination council according to the regulations of the Ministry of Finance and the resolution of the People's Council at the same level in the locality, to be completed before June 30.

Step 2 : Complete the Provincial Examination Steering Committee, the Examination Council and the committees under the Examination Council (Patting Committee, Exam Scoring Committee, Review Committee) as soon as the new provincial government officially operates (if necessary) to lead and direct the Examination activities at the local level to ensure smooth operation, with no gaps in the direction and management work;

Operational model of the Examination Council: an Examination Council has many Secretariats, Boards of Judges, Boards of Examiners, etc., in which the number of each Board corresponds to the number of old provinces/cities before the arrangement of provincial-level administrative units; Boards of the Examination Council operate according to the four-on-the-spot principle: on-site leadership and direction; on-site personnel performing tasks; on-site facilities and equipment; on-site logistics and finance. The regime and expenditure norms for the activities of the boards and members of the Examination Council are applied generally in the whole new province or applied separately according to the resolution of the People's Council of each province before the arrangement of provincial-level administrative units as decided by the locality;

Exam review is carried out according to the same principles as exam marking.

For localities operating the government after the arrangement from July 15, organize the Exam as per the plans and issued guidance documents.

The Ministry of Education and Training requests the People's Committees of centrally-run provinces/cities to reorganize provincial-level administrative units according to Resolution 202 to pay attention to leading, directing the implementation and promptly reporting any difficulties and problems to the Ministry of Education and Training.
