Huong Hoa cares about supporting workers to work abroad under contract.

In recent years, the work of sending workers, especially ethnic minorities to work abroad under contracts, has been focused on and implemented by Huong Hoa district and has achieved positive results. This is an important solution contributing to job creation, achieving the goal of rapid and sustainable poverty reduction, and ensuring local social security.

Huong Hoa district currently has more than 100 thousand people, of which Van Kieu and Pa Ko ethnic groups account for nearly 50% of the population. In recent times, the poverty rate in the district has decreased but is not really sustainable. Many households have escaped poverty but their income is still low, and the possibility of falling back into poverty is high.

The number of people entering working age, people from the armed forces who have been demobilized, high school graduates, university graduates who have not found jobs, workers who have returned home after their contracts have expired, is increasing, creating pressure on employment and income...

Faced with that situation, in recent years, the work of sending workers to work abroad under contracts has received attention from Party committees, authorities, and organizations from district to grassroots levels, such as: focusing on promoting propaganda and mobilizing workers to participate in working abroad under contracts on mass media, through job exchanges in the West; organizing conferences to disseminate employment and labor export policies, and organizing job dialogues.

In addition, the district always focuses on support policies for ethnic minority workers, poor and near-poor households and relatives of people with revolutionary contributions when working abroad under contracts. Select and invite reputable, capable, effective dispatching enterprises that comply with the law to the locality to advise and select workers to work abroad under contracts...

In mid-November 2023, the People's Committee of Huong Hoa district coordinated with the Department of Labor, War Invalids and Social Affairs (DOLISA) to organize a job dialogue at 3 locations: Lia commune, Huong Phung and Khe Sanh town. More than 1,500 workers, union members and young people participating were consulted by businesses and had their questions answered related to industries, occupations, workplaces, benefits, training process, labor export costs, etc.

Thanks to the participation of the entire political system from the district to the grassroots level, along with the consensus of the people, the activity of sending workers to work abroad under contracts in Huong Hoa has been maintained and increased over the years. In particular, workers under the policy have contributed to the implementation of job creation and poverty reduction quickly and sustainably.

From 2018 to October 2023, the district has sent 556 workers to work abroad under contracts. In the first 10 months of 2023 alone, 124 workers, including 42 ethnic minority workers, poor and near-poor households, went to work abroad under contracts. These policy workers have received loans from the District Social Policy Bank Transaction Office and the Bank for Agriculture and Rural Development to work abroad under contracts of more than 11.9 billion VND. The above-mentioned workers mainly go to work in markets such as Korea, Japan and Taiwan...

In general, workers working abroad have much higher incomes than workers working domestically, with an average income of 20 - 35 million VND/person/month. The amount of money transferred back to the locality from workers working abroad under contracts increases every year, contributing to the implementation of the national target program on sustainable poverty reduction and socio-economic development of the district.

Head of the Department of Labor, Invalids and Social Affairs of Huong Hoa district, Tran Trong Kim, said: In order to create jobs and increase income for workers, contributing to the implementation of the national target program on sustainable poverty reduction, the department has advised the District People's Committee to submit to the District People's Council at the end of 2023 meeting to approve the Project to support workers in Huong Hoa district to work abroad under contracts for the period 2024-2026 with a vision to 2030.

Accordingly, with a total implementation budget of over 19.5 billion VND, in the period of 2024-2026, 540 local workers will be supported to work abroad under labor contracts in markets such as Japan, Taiwan, Korea, etc. Also according to this project, by 2030, the district will support over 250 workers to work abroad under contracts.
