Areas with flooding exceeding 0.5m have appeared.
Regarding the flooding at Km 191+400 on the Phap Van - Cau Gie expressway, in an interview with Giao Thong Newspaper, the leader of Phap Van - Cau Gie BOT Joint Stock Company stated that by the end of this morning (September 11th), the water level at this location averaged 0.3m, with some areas flooded to a depth of 0.5m, or even more.
Prolonged heavy rain and flooding have prevented the area at Km 191+400 of the Phap Van - Cau Gie expressway from being cleared of water.
To ensure the safety of vehicles traveling on the route, the operating management unit has deployed personnel to coordinate with functional forces 24/7 to manage traffic flow at the Phap Van gateway and the Van Diem area.
"With the current flooding level, trucks, buses, and 7-seater cars with high ground clearance can still travel on the route. Low-clearance passenger cars are instructed to turn around and travel back to National Highway 1."
According to statistics from the Phap Van - Cau Gie BOT Joint Stock Company, while the traffic volume on the Phap Van - Cau Gie expressway reached nearly 79,000 vehicles on September 4, 2024, by September 7, due to the impact of typhoon No. 3, the number of vehicles had decreased to nearly 18,000.
After the storm ended, traffic volume on the route increased again on September 8th and 9th, reaching over 38,800 and nearly 64,000 vehicles respectively.
As of yesterday (September 10th), due to heavy rain, the route experienced flooding, and traffic volume decreased, reaching only over 39,200 vehicles.
According to the recommendation, low-clearance vehicles can follow this route: from Hanoi , enter National Highway 1A, then enter the expressway at the Thuong Tin interchange. Vehicles from southern provinces entering Hanoi should exit at the Van Diem interchange (Km204, Thuong Tin district) or the Thuong Tin interchange (Km193)," said a representative of Phap Van - Cau Gie BOT Joint Stock Company.
Furthermore, the leaders of Phuong Thanh Investment and Construction Joint Stock Company (Phuong Thanh Tranconsin - the investor) stated that, to address the flooding situation on the Phap Van - Cau Gie expressway, the investor has requested local authorities to maximize the capacity of the pumping stations in the area.
"According to the review, there are currently 6 pumping stations in the area. Some of these stations require further repairs to ensure stable operation. All parties are making every effort to restore stable traffic flow on the expressway as soon as possible," shared a leader from Phuong Thanh Tranconsin.
Approve the plan to raise the highway surface soon.
Regarding long-term flood control solutions for the expressway, the leader of Phuong Thanh Tranconsin stated that previously, a plan to raise the road surface by 1 meter had been considered for the flood-prone area.
However, calculations at the time indicated that raising the road level would require treating the weak soil foundation with cement-soil piles, incurring an additional cost of approximately 140 billion VND. After much deliberation, the competent authority decided to only implement technical solutions to improve the quality of the road surface; the actual road elevation was not carried out.
"Currently, the flood situation is becoming increasingly complex. As a vital expressway in the southern area of Hanoi, we earnestly hope that the Vietnam Road Administration will consider and report to the Ministry of Transport to allow the investor to study and implement a plan to raise the surface of the Phap Van - Cau Gie expressway (in the flooded area) by at least 0.5m compared to the existing road surface, ensuring smooth traffic flow in all weather conditions," said a leader of Phuong Thanh Tranconsin.
