Of which, industrial production increased by 7.6%, retail sales of goods and consumer services increased by 15.2%. Total state budget revenue reached 13,765 billion VND, equal to 90.8% of the annual estimate; total domestic revenue reached 11,042 billion, reaching 96.9% of the estimate. The province attracted 7,929 billion VND of registered domestic investment capital (10.2 times higher than the same period in 2022); attracted foreign investment capital reaching 392.5 million USD (up 18.8%)...
In addition to the achieved results, the Chairman of the People's Council of Hai Duong province also pointed out limitations and weaknesses such as the establishment and implementation of the medium-term public investment plan for the period 2021-2025 and 2023 with low quality and efficiency, and having to be adjusted many times. Some projects and works have not been implemented due to the lack of synchronous procedures and processes. The disbursement of public investment capital is still very low, the whole province has only reached 39.6% of the plan. The implementation of housing policies for people with meritorious services in each phase is still prolonged; the support for investment in building classrooms at all levels is not timely...
Therefore, at this session, the Provincial People's Council will consider and decide on a number of important issues. In particular, consider the submissions of the Provincial People's Committee on the Decision on investment policy, adjustment of investment policy for a number of public investment projects; Adjustment of public investment plan and allocation of public investment capital (local budget capital) for the 5-year period 2021-2025 and 2023; adjustment of local budget estimates for 2023; approval of land recovery; permission to change the purpose of using rice-growing land and protective forest land to implement projects and works in 2023 in the province.
The meeting will also approve the completion of the Provincial Planning dossier for the 2021-2030 period, with a vision to 2050, for submission to the Prime Minister for approval; Regulations on a number of support policies, including: support for the development of concentrated agricultural production applying high technology and organic agriculture until 2025; support funding for new construction and repair of housing for households with revolutionary contributions and relatives of martyrs; support funding for the construction of insufficient classrooms at public preschools, primary schools and secondary schools in the province for the 2023-2025 period...
