Regarding the auctioning of telecommunications numbering rights and internet resources, the Chairman of the Committee on Science , Technology and Environment, Le Quang Huy, proposed researching and reviewing the content of the auctioning of telecommunications numbering rights and internet resources to improve the efficiency of management, exploitation, use, and development of these resources.
On the morning of June 2nd, the National Assembly heard the presentation and the review report on the draft Law on Telecommunications (amended). In presenting the draft, Minister of Information and Communications Nguyen Manh Hung stated that the current Law on Telecommunications has revealed limitations and inadequacies, and is no longer suitable for the new context.
According to the Minister of Information and Communications, in the trend of digital transformation, data has become the most important resource of the digital economy , a new input for production, and requires policies and regulations to manage it.

On the other hand, the convergence of telecommunications, information technology, and more recently, digital technology has blurred the lines between telecommunications and information technology, posing challenges in building and perfecting the institutional framework.
Today, the internet can provide telecommunication services (including basic telecommunication services), and even cross-border telecommunication services. This raises the challenge of managing telecommunication services on the internet, including cross-border telecommunication services.
In the verification report, the Chairman of the Committee on Science, Technology and Environment, Le Quang Huy, stated that the committee agrees with the necessity of amending the Telecommunications Law for the reasons outlined in the Government's submission.
However, some have suggested considering expanding the scope of regulation and related provisions in the draft law to include the expanded content, avoiding duplication and overlap.

Another opinion suggests that expanding the scope of regulation in the draft law increases compliance costs, negatively impacts economic benefits, and reduces the attractiveness of foreign investment in developing data centers or providing cloud computing services in Vietnam.
Therefore, the reviewing agency suggested that the drafting agency continue to research and refer to the legislative experiences of other countries; analyze, clarify, and more convincingly explain the expansion of the scope of regulation, ensuring consistency and uniformity, avoiding overlaps in the scope of regulation, especially for new services and business models. In addition, the management of OTT telecommunications services is an important policy with a significant impact on citizens, businesses, and the ongoing digital transformation, digital economy development, and digital society. Most opinions suggest that the current law lacks regulations for managing this service, leading to users' rights not being adequately protected. Therefore, it needs to be managed in an appropriate manner.

Therefore, the reviewing agency recommends that the drafting agency review and revise the aforementioned regulations to ensure their rigor and feasibility. At the same time, consideration should be given to only codifying content that has been agreed upon and whose impact has been thoroughly assessed.
Regarding the auction of telecommunications numbering rights and internet resources, the Chairman of the Committee on Science, Technology and Environment stated that the auction of telecommunications numbering rights and internet domain names is already regulated by the current Telecommunications Law and Decision No. 16 of the Prime Minister.
Therefore, the bill should only stipulate matters of principle; specific issues can be referenced to the provisions of the Law on Auctioning Assets or left to the Government or the Minister of Information and Communications to provide detailed regulations to ensure flexibility and facilitate implementation in accordance with practical realities. At the same time, the drafting committee should continue to research and review the content regarding the auctioning of telecommunications number resources and internet resources, aiming to improve the efficiency of management, exploitation, use, and development of these resources.
