The province is speeding up the relocation of factories here, with the determination to complete about 50% of the area before August 1, and the rest before December 1, 2025.

Established in the 1960s, Bien Hoa 1 Industrial Park has an area of about 330 hectares, the first industrial park in the country. After more than 60 years of operation, this industrial park has made many important contributions to the economic development of the province and the country. However, located in the urban center of the province, adjacent to the Dong Nai River, which provides the main source of domestic water for millions of people in Dong Nai and neighboring localities, Bien Hoa 1 Industrial Park increasingly reveals major limitations in terms of environment and urban planning.
With the Government 's approval, in early February 2024, the Provincial People's Committee issued Decision No. 324/QD-UBND approving the Project to Convert the Function of Bien Hoa 1 Industrial Park into an Urban - Commercial - Service Area and Environmental Improvement. According to the project, the province will reclaim almost all of the land area currently used by enterprises to serve the goals of urban development and environmental protection. The roadmap is to complete phase 1 relocation by the end of 2024 and the entire industrial park will be relocated before December 31, 2025.
However, in response to the urgent need to protect the environment, implement the construction of the Provincial Political - Administrative Center and auction land use rights, at the end of June, the Provincial People's Committee issued Decision No. 2105/QD-UBND amending and supplementing the project. According to the adjustment decision, the province will reclaim 329 hectares of land in this industrial park, divided into 2 time frames: before August 1, 2025, complete the reclaiming of about 154 hectares and before December 1, 2025, complete the reclaiming of the remaining area. Thus, the progress of site clearance in the priority area was shortened 5 months earlier than the original plan.
Deputy Director in charge of the Provincial Land Fund Development Center Mai Phong Phu said that the unit is urgently implementing the key tasks of the project. As of July 10, the center has drafted compensation and support plans for 65/69 publicly listed companies and organizations, of which many draft plans have been submitted to the People's Committee of Tran Bien Ward for appraisal; at the same time; 33 asset valuation certificates have been prepared.
“The conversion of the function of Bien Hoa 1 Industrial Park is unprecedented, the workload is huge, while some policies are not really clear. Therefore, we really need close and timely coordination from departments, branches, sectors and the Special Working Group of the province to resolve the recommendations of enterprises, ensuring the progress of site clearance” - Mr. Phu emphasized.
Precedent to "eliminate" old industrial zones that do not comply with planning
Currently, many enterprises in Bien Hoa 1 Industrial Park have been and are relocating their factories, the rest have committed to the implementation schedule. Most enterprises agree with the province's policy of implementing the project, only hoping that the government will soon have a reasonable compensation and support policy to stabilize production and business activities.
Tan Mai Group Joint Stock Company is one of the enterprises operating in Bien Hoa 1 Industrial Park, with a land lease area of about 17 hectares. During the inspection and mobilization process of the provincial interdisciplinary working group, the enterprise agreed to voluntarily dismantle the construction works, relocate machinery and equipment, and liquidate the warehouse lease contracts of 4 other enterprises before July 31, 2025 to hand over the land to the State.
A representative of Sonadezi Corporation (the unit managing the industrial park infrastructure) said that, following the province's direction, on July 10, the company sent a document to enterprises notifying them of the completion of procedures for liquidating land lease contracts and technical infrastructure use before July 15. At the same time, from August 1, Bien Hoa 1 Industrial Park will stop providing all technical infrastructure services such as electricity, water, and wastewater treatment. This is a proactive and drastic move to promote the process of relocation and site clearance of the industrial park to implement the project according to the set plan.
Vice Chairman of the Provincial People's Committee Ho Van Ha said that the relocation of Bien Hoa 1 Industrial Park is an urgent task at present. The province aims to complete site clearance of priority land before August 1 to organize the auction and start construction of the provincial political and administrative center. The remaining areas must complete site clearance before December 1, 2025, without delay. In the coming time, the oldest industrial park in the country will end its historical mission to make way for a modern, classy urban - service - commercial area. This project is expected to become a highlight of the province, creating a space to serve the community, while meeting the requirements for green and sustainable urban development.
Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Committee, Secretary of the Party Committee of the Provincial Party Committee's agencies Thai Bao, Head of the Steering Committee for the Bien Hoa 1 Industrial Park Function Conversion Project, emphasized that this is an urgent political task, of strategic significance for the province's urban, economic and environmental development. The Provincial Party Committee's leaders requested the Provincial Party Committee and People's Committee to direct relevant agencies and units to speed up the appraisal, approval and payment of compensation and support in a transparent and proper manner, creating consensus among the business community and the people.
The conversion of the function of Bien Hoa 1 Industrial Park is the province's political determination to improve the urban area, improve the environment and form a new political and administrative center. Doing this project well will not only bring long-term benefits to the community, but can also become a precedent for other localities to learn and study the model of converting the function of old industrial parks, which are no longer suitable for planning in the near future.
