Urgent site clearance for 2 nuclear power projects

Vice Chairman of Khanh Hoa Provincial People's Committee Trinh Minh Hoang requested the Department of Agriculture and Environment to increase the number of specialized staff in Phuoc Dinh and Vinh Hai communes to carry out site clearance for two nuclear power projects.

According to the Department of Industry and Trade of Khanh Hoa province, Decision No. 794/QD-TTg dated June 8, 2015, of the Prime Minister approving the resettlement project for nuclear power plant projects in Ninh Thuan , the total land area to be acquired for the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects is over 1,279.5 hectares, affecting 1,288 households.

Based on on-site reviews by local authorities, the total land area to be acquired for these two projects is over 1,130.4 hectares, affecting 1,153 households. To date, relevant agencies and units have completed the inventory and are currently verifying land ownership and resolving land and property disputes for the areas designated for the construction of: Nuclear Power Plant 1, Nuclear Power Plant 2, the resettlement areas for these two plants, and the area for upgrading the existing residential area of ​​Nuclear Power Plant 2. Regarding the resettlement area, the inventory has been completed and specific land prices have been approved for compensation calculation.

However, this land clearance process is facing some difficulties and obstacles related to the legal basis for implementation (because the investment policy for the project was approved by the National Assembly in 2009, some contents regarding the total investment amount, time and implementation roadmap are no longer appropriate; the area of ​​land to be acquired needs to be adjusted and updated to reflect reality, including the planned increase of 26.55 hectares for the Ninh Thuan 1 Nuclear Power Plant Resettlement Area compared to Decision No. 794/QD-TTg and an increase of 9.4 hectares for the Ninh Thuan 2 Nuclear Power Plant Resettlement Area); Changes to the land clearance boundary (Decision No. 6070/QD-BCT dated June 17, 2015 , of the Ministry of Industry and Trade stipulates that the isolation zone from the fence of the nuclear power plant to be cleared is 500m; however, in document No. 902/BKHCN-VNLNT dated April 17, 2025, of the Ministry of Science and Technology, it is determined that "the area prohibited from residential use is the area with a minimum outer boundary of 1km from the plant fence"); funding for compensation, land clearance, and resettlement...

At a recent online meeting with Phuoc Dinh and Vinh Hai communes, Mr. Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee, requested that the leaders of the two localities review the provincial directives to ensure consistent implementation of these two projects; he also urged relevant agencies to promptly hand over the project documents to the two localities to provide a basis for proceeding with the next steps.

Regarding land acquisition, while awaiting guidance from the Government, the two localities are still implementing the plan according to Decision No. 794/QD-TTg. The Vice Chairman of the Provincial People's Committee reminded the leaders of Phuoc Dinh and Vinh Hai communes about recent land changes, emphasizing the need to carefully verify the origin of land in the project area; to focus on accelerating the inventory and listing of land areas belonging to households whose land is being acquired; and to complete all procedures by August 2025 to be eligible for compensation payments to the people. The Department of Agriculture and Environment will arrange personnel and strengthen the deployment of specialized staff to Phuoc Dinh and Vinh Hai communes to carry out land clearance work.
