Urgent site clearance for 2 nuclear power projects

Khanh Hoa Province Department of Industry and Trade said that according to Decision No. 794/QD-TTg dated June 8, 2015 of the Prime Minister on approving the resettlement project of nuclear power plant projects in Ninh Thuan , the total land area recovered to implement the two nuclear power projects Ninh Thuan 1 and Ninh Thuan 2 is more than 1,279.5 hectares/1,288 affected households.

Through the actual review of localities, the total land area recovered to implement these 2 projects is more than 1,130.4 hectares/1,153 affected households. Up to now, relevant agencies and units have completed the inventory work, are verifying the origin of the land, resolving land and property disputes for the areas to be built: Nuclear Power Plant 1, Nuclear Power Plant 2, resettlement areas of these 2 plants, and the existing residential area of Nuclear Power Plant 2. As for the resettlement area, the inventory work has been completed and specific land prices have been approved to calculate compensation...

However, this site clearance is facing some difficulties and problems related to the legal basis for implementation (because the project investment policy was approved by the National Assembly in 2009, some contents regarding the total investment, time and implementation roadmap are no longer suitable; it is necessary to adjust and update the recovered land area closer to reality, in which the resettlement area of Ninh Thuan 1 Nuclear Power Plant is expected to increase by 26.55 hectares compared to Decision No. 794/QD-TTg and the resettlement area of Ninh Thuan 2 Nuclear Power Plant will increase by 9.4 hectares); change the boundary of site clearance (in Decision No. 6070/QD-BCT dated June 17, 2015, the Ministry of Industry and Trade stipulates that the isolation area from the fence of the nuclear power plant that must be cleared is 500m; however, in Document No. 902/BKHCN-VNLNT dated April 17, 2025 of the Ministry of Science and Technology, it is determined that "the residential prohibited area is the area with a minimum boundary outside the fence of the plant of 1km"); funding for compensation, site clearance, resettlement, etc.

At a recent online meeting with Phuoc Dinh and Vinh Hai communes, Mr. Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee, suggested that the leaders of the two localities access the province's directive documents to unify the implementation of these two projects; along with that, relevant agencies should promptly hand over the documents to the two localities to have a basis for continuing to carry out the next steps.

Regarding the scope of land acquisition, while waiting for the Government's direction, the two localities still follow Decision No. 794/QD-TTg. The Vice Chairman of the Provincial People's Committee reminded the leaders of Phuoc Dinh and Vinh Hai communes about the recent land fluctuations, and the need to carefully check the origin of the land in the project implementation area; focus on speeding up the inventory and listing of land areas of households whose land is acquired; in August 2025, the procedures must be completed to be eligible to pay money to the people... The Department of Agriculture and Environment arranges personnel and increases the number of specialized officers in Phuoc Dinh and Vinh Hai communes to carry out site clearance work.
