Urgently complete 2 urban railway development projects in Hanoi and Ho Chi Minh City

On the afternoon of September 24, Deputy Prime Minister Tran Hong Ha chaired the third meeting of the Task Force assisting the Steering Committee to direct the progress of implementing urban railway projects in Hanoi and Ho Chi Minh City.

According to Deputy Minister of Transport Nguyen Danh Huy, the urban railway network in Hanoi and Ho Chi Minh City has a technical standard of 1,435mm gauge, double tracks, a design speed of 80-160km/hour, an overhead power supply system or third rail power supply, automated train operation, and uses EMU (Electric Multi-Mechanical Unit) trains.

It is projected that by 2035, the two cities will complete the urban railway lines according to the existing plan, with a total length of approximately 580km; by 2045, approximately 369.1km will be completed (Hanoi adding about 200.7km, Ho Chi Minh City adding about 168.4km); and by 2060, an additional 158.66km will be completed in Ho Chi Minh City. The cities aim for urban railways to account for 30-35% of the public passenger transport market share by 2035, and to increase this to 55-70% after 2035.

Leaders of Hanoi and Ho Chi Minh City stated that initial studies have been conducted on urban railway lines, preparing underground space planning, land allocation, and calculating areas for urban, commercial, and service development along the routes (TOD), connecting with the national railway network as well as major transportation hubs. Immediately after the urban railway system development projects in Hanoi and Ho Chi Minh City are approved by the competent authorities, the two localities will continue to develop pre-feasibility study reports, detailed plans, and prepare investment projects according to the roadmap; especially proposing a number of specific mechanisms and policy groups.

The planned investment structure for the urban railway system includes local budgets, loans, central government support, and other legal sources. Simultaneously, private investors are encouraged to consider investing in the construction of urban railway lines, stations combined with commercial centers, and operating vehicles.

At the meeting, Deputy Prime Minister Tran Hong Ha highly appreciated the content of the two draft urban railway development projects for Hanoi and Ho Chi Minh City, noting that they were meticulously and systematically prepared, both unified and with an approach and phased implementation suitable to the specific characteristics of each locality.

The Deputy Prime Minister instructed Hanoi and Ho Chi Minh City to continue coordinating closely with the Ministry of Transport, fully incorporating the opinions of relevant ministries and agencies, and urgently finalize the two proposals for submission to the Politburo. This should focus on clarifying the context and current situation of urban railway projects in each city; supplementing the underground space planning for urban railways in Ho Chi Minh City; mobilizing investment capital; determining the basis for economic and technical standards; selecting technology and self-reliance in equipment manufacturing, system management and operation models, and human resource training...

In addition to existing specific mechanisms and policies, Hanoi and Ho Chi Minh City need to propose specific sets of general mechanisms and policies necessary for both localities to develop urban railways; mechanisms for mobilizing and allocating medium-term public investment capital from the central and local budgets and other sources; and the level of safety when mobilizing borrowed capital in relation to macroeconomic stability…
