Since the beginning of the year, the economy of Ninh Binh province has been developing rapidly. The province's GRDP economic growth rate in the first 6 months of the year reached 8.19%, ranking 12th out of 63 provinces and cities nationwide and 6th out of 11 provinces and cities in the Red River Delta. On the path of recovery and development and with the high determination of our province, the goal of striving to achieve a GRDP economic growth rate of 8% or more in 2024 (exceeding the set target of 7.6%) is completely possible.

However, in early September 2024, storm YAGI (storm No. 3) made landfall in the northern provinces, causing heavy damage to many localities, including Ninh Binh . This is the strongest storm in the past 30 years in the East Sea, the storm's intensity increased very quickly and maintained the super storm level for a long time. In particular, the storm's circulation caused heavy rain over a large area, causing floods on the river system of the Northern Delta to increase rapidly, in many places exceeding the flood peak...

In Ninh Binh province, storm winds of level 5, gusts of level 7, level 8 and then storm circulation causing heavy to very heavy rain damaged 107 hectares of perennial trees, annual trees, fruit trees and 41 hectares of forest; thousands of shade trees, green trees and 190 electric poles were broken; 3,600 meters of medium and high voltage lines were broken; 7 medium and high voltage transformer stations were damaged; 4,923 houses were flooded, 1 semi-permanent house was severely damaged and 319 houses had to be urgently relocated; 3 schools were flooded; 5 medical facilities were damaged, of which 4 were flooded; 2,115.8 hectares of rice and 304.8 hectares of crops were affected; about 6,450 livestock and poultry were killed or swept away; About 2.75 km of level III dikes and above and 3.2 km of level IV dikes and below were eroded, cracked and had efflorescence; over 5.5 km of canals were damaged; 04 pumping stations were damaged; about 1.67 km of roads were eroded and damaged; 34.87 km of roads were flooded; over 3,000 hectares of traditional fish ponds, 26 hectares of catfish farming area, and 133 hectares of shrimp farming were damaged...

Nearly 2,500 households lack clean water, over 420 hectares of residential areas are at risk of pollution. Ninh Binh province has no human casualties, but the total estimated damage is 376,590 million VND. Compared to other provinces and cities, Ninh Binh suffered less damage from storm No. 3 but also caused some difficulties for production and business, affecting the implementation of the economic growth rate target. Industrial production suffered power outages due to fallen poles, damaged power lines, and transformer stations. Storms and floods disrupted the supply chain of input materials and output products...

Agricultural production was more affected by widespread heavy rains and some communes and villages in Gia Vien and Nho Quan districts were flooded for many days. Crops such as rice, vegetables, and other crops were downed, crushed, and died in many places, affecting productivity and quality. Livestock such as livestock, poultry, fish, and shrimp were killed or swept away by floods. Tourism and service activities were also interrupted during rainy and stormy days.

In addition, the socio-economic infrastructure in many places is damaged and degraded and needs to be repaired... After directly leading and directing storm and flood prevention, the provincial leaders have been directing all levels and sectors to focus on inspecting, reviewing and assessing damage caused by storms and floods; promptly planning to repair and renovate irrigation works such as dykes, embankments, culverts, canals, ditches, lakes and dams to proactively respond to natural disasters that may occur next, while promptly stabilizing people's lives and quickly returning to production and business.

In particular, implementing Resolution No. 143/NQ-CP dated September 17, 2024 of the Government on key tasks and solutions to urgently overcome the consequences of storm No. 3 (Yagi), quickly stabilize the people's situation, promote the recovery of production and business, actively promote economic growth, and control inflation well, the People's Committee of Ninh Binh province has assigned tasks to agencies, units, and localities to proactively deploy and assigned the Department of Planning and Investment to advise the Provincial People's Committee to implement the contents under its authority and responsibility and monitor and urge agencies and units to perform their tasks...

There are only more than 3 months left until the end of 2024. Many difficulties and challenges, especially natural disasters and floods for the whole country in general and Ninh Binh province in particular, are still complicated. In such conditions and circumstances, the province's policy is to lead and direct the drastic, synchronous and comprehensive implementation of socio-economic development tasks, have solutions to promote economic growth, and strive to achieve the target of GRDP economic growth rate this year reaching 8.0% or more.

That requires the determination, effort and highest efforts of all levels, sectors, the entire political system, the business community and the entire people to unite and strive. Regarding industrial production, it is necessary to continue promoting administrative procedure reform in attracting investment; focus on removing difficulties for businesses, promptly supporting and promoting production development; creating favorable conditions for import and export activities.

Focus on resolving difficulties and obstacles, speeding up the completion of investment procedures and construction of important socio-economic infrastructure projects in 2024. Do a good job of site clearance to implement construction and highly focus on directing the implementation of disbursement solutions for public investment projects...

Based on the State budget revenue capacity in 2024 and the capital absorption capacity of projects, promptly direct and develop plans to adjust and cut capital plans of projects using the State budget that are behind schedule, giving priority to projects with high disbursement, early completion and practical efficiency. Regarding agricultural production, focus on quick and neat harvesting of summer-autumn rice, deploying winter-spring crop production according to the value chain...

Actively restore and develop livestock, especially in localities affected by storms, floods, and inundations. Proactively prevent and control diseases for crops and livestock, poultry, etc. Authorities strengthen environmental pollution control, overcome the consequences of storm No. 3 and post-storm floods. Have solutions to develop services, especially tourism and retail and consumer services in the last months of 2024. Strengthen price management and operation, resolutely handle violations, ensure stable prices of goods, especially food, foodstuffs, and necessities before, during, and after Tet At Ty 2025.
