The new Dak Lak province has a unique position as both the “center of the Central Highlands” and the “gateway to the East Sea”, with the aspiration to become a new growth pole of the region and the whole country.
Dak Lak province has a special geographical position, being the gateway connecting the Central Highlands with the South Central Coast, facing the East Sea. With a natural area of over 18,000 km², a population of over 3.3 million people, a border of over 71 km and a coastline of 189 km, the province has many favorable conditions for developing the marine economy , high-end resort tourism, international trade and cooperation, as well as developing agriculture with high added value.
Dak Lak is known as the "coffee capital" of the country, with a long stretch of fertile basalt land, while Phu Yen has the advantage of being the "gateway to the East Sea"; with bays, beaches, beautiful and unique landscapes; rich seafood and potential seaport infrastructure. This combination creates a foundation for multi-sector and multi-field development such as high-tech agriculture , renewable energy, metallurgy, petrochemical refining, deep processing industry, logistics associated with seaports to tourism, services... At the same time, the province has an inter-regional transport system that is being invested in synchronously such as the Khanh Hoa - Buon Ma Thuot expressway, the North - South Eastern expressway, the coastal road; Buon Ma Thuot and Tuy Hoa airports; Vung Ro and Bai Goc ports; the North - South railway and the high-speed railway will be invested in the coming time, forming an inter-provincial - inter-regional logistics network. After the arrangement, the new Dak Lak province will have advantages in infrastructure, especially in connecting transport infrastructure with sufficient conditions to develop industrial parks, urban areas - logistics services to create momentum for economic development of the province, especially in the South Phu Yen Economic Zone.
Before the merger, both provinces had many outstanding socio-economic indicators, reflecting the strong recovery and development trend of the locality after the COVID-19 pandemic as well as the unstable impact of the global economic situation.
Specifically, the province's GRDP growth in the first 6 months of the year is estimated at 7.01% over the same period (of which: Phu Yen increased by 7.6%, Dak Lak increased by 6.64%). This growth rate met the set scenario and is a positive signal in the context of many fluctuations in the world economy. In addition, the total state budget revenue in Dak Lak increased sharply by 31.6%; while Phu Yen increased by 9.4% over the same period. Dak Lak's export turnover increased by 28%, Phu Yen increased by 18%. Investment attraction has improved with many large-scale projects, creating development momentum that have been granted investment policies and started construction in the first 6 months of the year, showing that the confidence of businesses and investors in the investment and business environment in the province is increasingly improving...

With the aspiration for innovation and development, on the basis of existing position and strength, together with the attention and support of the Central Government and the determination and consensus of the entire political system, people and businesses in the province, in the period of 2026 - 2030, Dak Lak province strives for an average GRDP growth of 11 - 11.5%/year; total investment capital in 5 years reaching over 620,000 billion VND; state budget revenue in the area (excluding land use fees) increasing on average by 11 - 12%/year... The province also strives to develop the socio-economy rapidly and sustainably; improve the material, cultural and spiritual life of the people to reach the average level of the whole country on the basis of exploiting and promoting to the maximum the cultural identity of ethnic groups, the potentials, advantages and space of new development space.
To achieve the above goals, the province has determined that there must be breakthrough solutions to maximize potential advantages and new development space; accelerate growth rate, restructure the economy towards improving productivity, quality, efficiency, added value and competitiveness; closely follow the core growth drivers as follows:
Firstly, build a new provincial planning, organize a reasonable development space, form a modern urban system, develop green, smart urban areas, associated with services - tourism. Gradually build Buon Ma Thuot urban area to become a "World Coffee City"; coastal urban areas to become sea tourism urban areas and become the Eastern growth pole associated with the advantage of deep-water seaports as well as bays, lagoons, and unique scenic spots.

Second, industrial and construction development will become the most important driving force to accelerate the province's growth rate in the coming time. Focus on attracting large-scale, high-tech projects associated with marine economic advantages such as metallurgy, renewable energy, refining, petrochemicals, etc. At the same time, promote deep processing of agricultural, forestry and fishery products such as coffee, rubber, durian, lobster, etc. to increase added value and competitiveness in the international market.
Third, strongly transform the service - tourism industry, making tourism a spearhead economic sector of the province. Develop diverse types of tourism; at the same time, invest synchronously in logistics systems and seaport services, connect expressway infrastructure, Vung Ro port, Bai Goc, Buon Ma Thuot and Tuy Hoa airports to turn the province into a regional freight and tourism transit center.
Fourth, focus on restructuring agriculture towards ecology, high technology and value chains, closely linking agriculture and processing industry. Form large specialized areas for key products, strongly develop high-tech, organic, ecological and circular agricultural models, connect production with processing and export markets. Focus on investing in irrigation infrastructure, responding to natural disasters and adapting to climate change, ensuring safety for agricultural production.
Fifth, complete the road network, with expressways, national highways, provincial roads and coastal roads, creating smooth intra-provincial and inter-regional connections. Continue to promote advantages, develop renewable energy and clean energy projects (such as green hydrogen and ammonia production), attract investment from data centers based on renewable energy advantages...
Immediately after the merger, the new Dak Lak province will quickly complete a streamlined, effective and efficient administrative apparatus. Determined to build a modern administration, improve governance capacity, reform administrative procedures, promote the implementation of a comprehensive, effective, substantive and sustainable digital transformation process on all three pillars (digital government, digital economy, digital society) and in all fields. Strongly improve the investment environment, innovate, improve the efficiency of investment attraction, create favorable conditions to help businesses develop, boldly invest, produce and do business, and actively contribute to the socio-economic development of the province.
With abundant internal potential and the spirit of solidarity, discipline, innovation and creativity, we believe that the new Dak Lak province will overcome all difficulties and challenges, becoming a dynamic, modern, unique locality, an important growth pole of the Central Highlands - Central region and the whole country in the coming years.
