When the neighborhood becomes a defense line against fraud

Although it was late at night, with just a short warning message about the trick of impersonating state agencies, a ward in Hanoi city still sent out a notice to protect people from high-tech crimes.

The message reads: “NOTICE! Currently, there are strange phone numbers calling citizens in the area, claiming to be from the ward's Social and Cultural Office, asking them to access the VSSID social insurance link to change their Social and Social Insurance cards. This is a fake phone number for high-tech online fraud. We respectfully request that the leaders of the Residential Group immediately send this information to the people not to follow the criminals' instructions. The Social Insurance Agency and the ward's Social and Cultural Office do not implement this content.”

Like many other impersonation tricks, calls impersonating insurance officers, requesting to "change health insurance cards to VSSID", take advantage of people's trust and lack of technological knowledge, especially the elderly. When people lose their vigilance and follow the request to click on the link, declare personal information, OTP code or bank account, the scammer immediately takes control and commits the act of appropriating money.

In that context, the timely detection, synthesis and sending of warning messages by ward leaders and residential groups plays the role of "early warning frontline", helping people not only avoid risks, but also proactively stay alert and share information with relatives and the surrounding community.

In recent years, many residential groups have proactively established community Zalo groups, creating an effective internal communication network. The special thing is that when warning information comes from residential groups or apartment building management boards, they are familiar faces living in the same residential community, so people tend to trust and accept it. That trust comes from the closeness and understanding of the specific locality. These Zalo groups are becoming a fast, friendly and close-to-the-people information channel, where each warning is relayed within minutes and to each person, from the elderly, small traders, to workers, manual laborers...

In reality, the residential group is not only a bridge between the government and the people in administrative activities, but can also become an effective "channel" for warning about security and digital safety in the fight against cybercrime. Therefore, in order for the residential group to truly become a timely information channel, the authorities, especially the local police, need to proactively coordinate, update the situation, share warning information, and train the residential group in skills from how to identify new scams, guide people to report, to organizing propaganda sessions in residential group meetings and regular residential area party cell activities.

When information is transmitted from the place where people live, it will help them to be more confident and proactive in protecting themselves and the surrounding community. And in the joint efforts of the authorities, the neighborhood association with its closeness to the people, closeness to the people and understanding of the people is the factor to create a community firewall in preventing high-tech crimes.
