Information from Hanoi Ring Road 4 Expressway Joint Stock Company said that the groundbreaking ceremony of Component Project 3: Investment in construction of expressway under the PPP method under the Investment Project for construction of Ring Road 4 - Hanoi Capital Region will take place in Noi Bai commune - Hanoi City on the morning of September 6.
Up to this point, the conditions for the commencement of Component Project 3: Investment in the construction of the expressway under the PPP method under the Investment Project for the construction of Ring Road 4 - Hanoi Capital Region have basically been completed.
Specifically, on September 3, the Hanoi City Traffic Construction Investment Project Management Board and the winning investor consortium, the project enterprise (Hanoi Ring Road 4 Joint Stock Company) signed a BOT contract for Component Project 3 to invest in the construction of the expressway, under the PPP method of the Ring Road 4 Project - Capital Region.
The joint venture of investors winning the bid for this Project includes: CityLand Real Estate Investment Company Limited - Saigon Sunflower Company Limited - Vietnam Expressway Corporation (VEC) - Horizon Investment Joint Stock Company (Horizon).
It is known that the proposed price for implementing Component Project 3 of the CityLand - Saigon Sunflower - VEC - Horizon Joint Venture is 56,050 billion VND, of which the sub-project using state capital in the PPP project has a total investment capital of 23,861 billion VND; the remaining part using investor capital is 32,189.54 billion VND, the time to collect fees to recover capital of Component Project 3 (according to the investor's proposal) is 21.36 years.
In the technical proposal, the CityLand - Saigon Sunflower - VEC - Horizon Joint Venture proposed the implementation time of Component Project 3 (construction progress) to be 36 months (the time to start putting the project into operation and collecting fees is June 2028).
Previously, on August 28, the Hanoi City Traffic Construction Investment Project Management Board approved the construction design to be implemented after the basic design (technical design, construction estimate) of the Sub-project using state capital to support the construction of works and infrastructure systems in Component Project 3: Investment in the construction of expressways under the PPP method under the Investment Project for the Construction of Ring Road 4 - Hanoi Capital Region.
This is the legal basis for contractors to be able to implement immediately after starting construction of Component Project 3 to invest in building the expressway, under the PPP method.
According to the confirmation of the leader of a unit in the investor consortium, by the end of August 2025, the Hanoi People's Committee has basically completed the clearance of the main highway site, except for some small locations that will also be completed in the fourth quarter of 2025.
Component project 3: Investment in construction of expressway under PPP method under the Investment Project for Construction of Ring Road 4 - Hanoi Capital Region with a total length of about 113.52 km, of which 103.82 km is the main route and 9.7 km is the connecting section in the direction of Noi Bai - Ha Long expressway.
In the current phase, the Project will invest in 4 lanes with a roadbed width of 17 m; bridge width of 17.5 m (the bridges over the Red River and Duong River have a bridge width of 24.5 m to arrange 2 more lanes for motorbikes and non-motorized vehicles across the bridge connecting the two river banks, creating favorable travel conditions for people).
On the route, there are 13 elevated longitudinal sections, corresponding to a total length of about 80.98 km/113.52 km (accounting for about 71% of the total length of the route), and 13 low longitudinal sections, corresponding to a total length of about 32.54 km/113.52 km (accounting for about 29% of the total length of the route).
The project is divided into 2 sub-projects, including the sub-project using state capital to support the construction of works, infrastructure systems including Hong Ha bridge, Me So bridge, Hoai Thuong bridge and sections: from before the National Highway 6 intersection to the end of the Hanoi - Hai Phong expressway intersection, the 9.7 km connecting section (including the completion of the Southwest intersection and the Noi Bai - Ha Long expressway intersection).
The remaining project scope using investor capital includes investment in the construction of expressways in the following sections: from the Noi Bai - Lao Cai expressway intersection to before the National Highway 6 intersection (excluding Hong Ha bridge), from after the Hanoi - Hai Phong expressway intersection to before the Noi Bai - Ha Long expressway intersection (excluding Hoai Thuong bridge).
