Ha Nam High-Tech Park: New growth driver of the Red River Delta

On December 10, 2024, Ha Nam High-Tech Park was established under Decision No. 1541/QD-TTg of the Prime Minister. After the province was merged, this high-tech park plays a fundamental role in Ninh Binh's development strategy, thanks to its strategic location, modern planning and orientation to attract high-tech projects. This is considered an important nucleus to promote high-tech industry in the Red River Delta.

Strategic location creates competitive advantage

Ha Nam High-Tech Park covers an area of ​​over 663 hectares, located in Tran Thuong, Nhan Ha and Nam Ly communes. Located on the axis connecting major industrial centers of the Red River Delta, the high-tech park is only 70 km from Hanoi , with convenient access to Noi Bai and Cat Bi airports and Hai Phong seaport.

This is an important condition to help the region easily attract high-tech enterprises and corporations that need to build supply chains and production-service chains linked to large markets.

In the first phase, the total investment of the project is nearly 9,000 billion VND, focusing on building synchronous, modern, environmentally friendly infrastructure, directly connecting with key highways in the region.

Modern planning – multifunctional development space

According to the plan, Ha Nam High-Tech Park will be organized into three main sub-zones: Research, development, training and incubation zone , which plays a role in attracting research institutes, universities, and innovation centers; High-tech manufacturing zone , for the fields of artificial intelligence, electronics, semiconductors, biotechnology, pharmaceuticals, and new materials; Service zone, smart logistics , supporting transportation, warehousing, and value-added service activities.

This model aims to form a complete high-tech ecosystem, where research, training, production and services are closely connected, creating new technological values ​​and spreading to the entire region.

Strong steps forward in international cooperation and investment attraction

Immediately after its establishment, Ninh Binh province proactively implemented many investment promotion activities, expanding cooperation with strategic partners in China, Singapore and international technology corporations.

In early 2025, Singaporean Ambassador to Vietnam Jaya Ratnam and VSIP Group directly surveyed Ha Nam High-Tech Park, highly appreciated the project's potential and suggested many cooperation opportunities, especially in the fields of renewable energy and training of high-quality human resources.

In March 2025, within the framework of the visit to Singapore, the provincial leaders and Sembcorp – VSIP Group exchanged a memorandum of understanding on cooperation in research, planning and proposing key projects, including the development of Ha Nam High-Tech Park, smart urban areas, river ports, water plants and green energy projects.

It is expected that by the end of 2026, VSIP will start construction of technical infrastructure, opening a new phase in attracting high-tech enterprises to invest.

Clear implementation roadmap, linked to regional goals

Ha Nam High-Tech Park is implemented in three phases: 2024 - 2026: Completing planning, selecting infrastructure investors; 2026 - 2028: Site clearance, resettlement, construction of technical infrastructure; After 2028: Attracting high-tech projects, implementing office areas, incubators, laboratories, factories and support services.

The development roadmap is designed in line with the goals of Resolution 30-NQ/TW on the development of the Red River Delta to 2030, with a vision to 2045, which emphasizes high-tech industry and innovation as pillars of growth.

Creating sustainable growth momentum for Ninh Binh and the region

Upon completion, Ha Nam High-Tech Park will become the nucleus for spreading high technology in the region, attracting scientific and technological resources, promoting innovation, supporting local enterprises to improve their competitiveness and creating high-value production chains.

Along with developing service infrastructure, social housing, river ports and clean water factories, Ninh Binh province is creating the best conditions to form an open, modern investment environment, closely connecting businesses, institutes and state management agencies.

The establishment of Ha Nam High-Tech Park not only has economic significance, but also opens up strategic opportunities for Ninh Binh to break through and become a new high-tech center of the North in the coming period.
