The Provincial People's Committee has just issued Decision No. 2630/QD-UBND dated June 25, 2024, approving the 1/2000 scale zoning plan for Industrial Park No. 15, Nghi Son Economic Zone.

Industrial Zone No. 15, Nghi Son Economic Zone, has a planned area of ​​approximately 721.09 hectares.

Accordingly, the planning area covers the administrative boundaries of Tan Truong, Phu Lam, and Tung Lam communes in Nghi Son town. The boundaries are defined as follows: bordered to the north and west by forest land, to the south by forest land and residential areas in villages, and to the east by the Nghi Son - Bai Tranh road. The planning area covers approximately 721.09 hectares.

The 1/2000 scale zoning plan for Industrial Park No. 15 in the Nghi Son Economic Zone will concretize the adjusted and expanded master plan for the Nghi Son Economic Zone, Thanh Hoa province, up to 2035, with a vision to 2050 (approved by the Prime Minister in Decision 1699/QD-TTg dated December 7, 2018).

The establishment of industrial parks aims to attract investment and meet the needs of investors, with the synchronized investment in infrastructure connecting industrial parks with other functional areas within the Nghi Son Economic Zone and the surrounding area, contributing to the socio-economic development of Thanh Hoa province and the North Central region. The arrangement of suitable industrial types should harmonize with the overall architecture, ensuring fire safety, rational land use, environmental protection, and sustainable development.

In terms of its nature, Industrial Park No. 15 in the Nghi Son Economic Zone is oriented as a multi-sector industrial park, prioritizing mechanical engineering, agricultural and forestry product processing, and renewable energy. The industrial park is expected to employ approximately 18,600 people.

Regarding the structure and land use planning indicators, the total planned area is approximately 721.09 hectares, of which 691.45 hectares are for industrial park construction; and 29.64 hectares are for protective forests and water bodies. Of the 691.45 hectares for industrial park construction, land for factories and enterprises accounts for 74.6%; land for public service and utility facilities accounts for 1.1%; land for technical infrastructure accounts for 1.1%; and the remainder is for green spaces, transportation, and other technical infrastructure.

In terms of spatial organization, Industrial Park No. 15 is divided into two zones: Zone A (the Thanh Hoa I Solar Power Plant project area) with an area of ​​approximately 229.18 hectares located in the north of the industrial park; and Zone B (Dong Vang Industrial Park) with an area of ​​approximately 491.91 hectares located in the south of the industrial park.

For Zone A, the project's spatial planning is based on the natural topography, minimizing land leveling. For Zone B, the land plots for factory and industrial construction are flexibly divided, allowing for the merging of multiple plots to meet the construction requirements of large-scale factories. Emphasis is placed on attracting large enterprises that will act as anchors for the development of the industrial park.

For service areas and public amenities: The administrative office and fire fighting team are located in the center of the industrial park; facilities such as the management agency, accommodation facilities, commercial service buildings and product showrooms, and the industrial park's cultural and sports center are located near the entrances and exits of the industrial park.

The main technical infrastructure facilities, such as power substations and wastewater treatment plants, are located separately for each zone (Zone A and Zone B) and are situated adjacent to transportation routes, facilitating connection to the technical infrastructure systems inside and outside the industrial park.

Industrial parks must be designed with concentrated green spaces in central areas, harmoniously integrated with preserved protective forest areas to create large, refreshing green areas that enhance the landscape and contribute to improving the ecological environment within the industrial park. In addition to these concentrated green areas, trees should also be placed along median strips, traffic arteries, around technical infrastructure areas, and in minimum 10-meter-wide green buffer zones to ensure environmental safety, hygiene, and aesthetics for the industrial park.

The internal transportation system is designed in a grid pattern, conveniently connecting to external transportation routes and ensuring easy access to each plot of land.

Regarding resettlement arrangements, when implementing the industrial park's technical infrastructure investment project, the resettlement area project must be carried out simultaneously, ensuring that the resettlement area is completed before relocating the households. The total land area of ​​the resettlement zone is approximately 12.17 hectares, divided into two zones. Specifically, households from Phu Lam commune will be relocated to the Phu Lam Urban Area, on land plots from TDC:01 to TDC:06, with a total area of ​​approximately 7.48 hectares. Households from Tung Lam commune will be relocated to the Tung Lam Residential Area, on land plot TĐC-01, with an area of ​​approximately 4.69 hectares. At the same time, to provide housing for workers, approximately 13.07 hectares of social housing land are planned to be allocated in the Phu Lam Urban Area.

Regarding implementation, the Provincial People's Committee assigns the Nghi Son Economic Zone and Industrial Parks Management Board to take the lead, in coordination with the Department of Construction and the Nghi Son Town People's Committee, in organizing the announcement and public disclosure of the zoning plan; organizing investment attraction according to the approved plan; advising on the organization of boundary demarcation according to the approved construction plan as prescribed; and handing over the zoning plan documents to the Department of Construction, the Thanh Hoa Planning and Architecture Institute, and local authorities as a basis for management and implementation according to the approved plan.

The People's Committee of Nghi Son town is responsible for presiding over and coordinating with the Management Board of Nghi Son Economic Zone and industrial parks and relevant agencies to inspect and manage construction according to the approved plan and manage planning in accordance with the law. It shall review and adjust relevant assigned plans to ensure consistency, uniformity, and synchronization with the approved zoning plan.
