Review of department and district leaders in Bac Lieu related to AIC's bidding package

On August 23, according to a source from Giao Thong Newspaper, the Bac Lieu Provincial Inspectorate concluded the inspection of projects and bid packages related to the International Progress Joint Stock Company (AIC) invested by the People's Committee of Gia Rai Commune (now Gia Rai Town).

AIC Company implemented the procurement package of 16-slice CT Scanner system (package number 21) worth more than 15 billion VND at Gia Rai District General Hospital, with the People's Committee of this district as the investor.

Bac Lieu Provincial Inspectorate said that although there were signs of lack of transparency from the stage of quoting for investment policy, making estimates, price appraisal, and participating in bidding, all with the participation of AIC Company and businesses in the ecosystem of this company, it was difficult for investors to detect.

However, investors, relevant agencies, organizations and individuals lacked inspection of procedures and legal documents, leading to limitations and shortcomings in appointing consulting units, approving bidding documents, approving the list of technically qualified contractors, accepting consulting products and equipment, preparing documents for review and approval of completed project settlement...

Typically, in the bidding process, 2/3 contractors are AIC Company and Global Prestige Joint Stock Company (AIC ecosystem enterprise) participating in the bidding to create conditions for AIC Company to win the bid. Therefore, the budget saving efficiency through the bidding process is low.

AIC Company does not have documents proving the validity of the goods for contrast injection pumps and dry film printers originating from foreign countries; does not have financial invoices for goods manufactured in Vietnam; violates the commitment of AIC Company in the bidding documents.

The above limitations and shortcomings are the responsibility of the People's Committee of Gia Rai district, focusing on the chairman, vice chairman in charge and relevant agencies, organizations and individuals.

In addition, through the explanation of AIC Company, it shows that the actual price of equipment that this company provided was more than 11 billion VND. Of which, the price of equipment that the company purchased from distributors to supply was more than 7.8 billion VND, and related costs were more than 3.2 billion VND.

The Bac Lieu Provincial Inspectorate believes that, according to the inspection agency, there is not enough basis to determine the risk of causing damage to the State budget. However, it will be considered and handled according to the provisions of the law when violations are discovered.

From the above inspection results, the Bac Lieu Provincial Inspectorate recommends that the Chairman of the Provincial People's Committee direct a review and draw profound lessons for the leaders of the Department of Health, the People's Committee of Gia Rai district and related units and individuals at the time of responsibility.

Bac Lieu Provincial Inspectorate also recommended that the People's Committee of Gia Rai town organize a thorough review and experience drawing for relevant individuals.
