Right after implementing the 2-level local government model, the People's Committee of Dong Khe commune identified administrative reform as one of the important tasks. The People's Committee of the commune issued the 2025 Administrative Reform Plan, focusing on promoting the settlement of administrative procedures to ensure the apparatus operates smoothly and effectively. In particular, it identified goals and 41 specific tasks. To date, the People's Committee of the commune has completed 31/41 tasks, reaching 75.6%; 10/41 tasks are continuing to be implemented and evaluated at the end of the year .

The Commune Public Administration Service Center is equipped with basic working tools, computer systems, printers, scanners, surveillance cameras, internal network connections and stable Internet connections, meeting the requirements of receiving and processing administrative procedure files. In particular, for fields with large volumes of files such as land, household registration, construction, separate staff have been assigned to ensure the progress of processing. The reception and settlement of administrative procedures are strictly carried out according to the one-stop and one-stop mechanism as prescribed in Decree No. 118/2025/ND-CP. The satisfaction of organizations and individuals is the measure of the quality and effectiveness of service of officials and civil servants. Handling administrative procedures is timely, quick, convenient, in accordance with the law, ensuring objectivity, transparency and close coordination between competent departments, not causing costs to perform administrative procedures other than those prescribed by law .

Comrade Vu The Cuong, Chairman of the Commune People's Committee, shared the difficulties in implementing administrative reform when implementing a two-level local government.
Total number of received administrative procedures: 944, of which: 797 files before deadline, 143 files on deadline: overdue: 0 files, 04 files in the process of being processed (in the field of civil status: 03 files; land field: 01 file); 12 files were canceled; 52 files were returned to the people (citizens were asked to supplement the files, citizens could not submit, other administrative procedures were incurred), files without results were returned on the Provincial Administrative Procedure Processing Information System: 0 files. Records received on the National Public Service Portal, resolved on the Provincial Administrative Procedures Information System compared to the number of records received and resolved according to the periodic report on administrative procedure control of agencies and units self-reporting on the Government 's Reporting System: 415/711 (Data calculated according to the reporting period of Administrative Procedure Control in the third quarter on the Government's Reporting System. Records implemented digitalization (including: digitizing file components: 940 records, digitizing results of administrative procedure settlement: 940 records, attaching digitized result files to resolved administrative procedure records): 940 records; Records implementing the service of receiving and returning results via public postal services: 11 records; Records implementing online payment/total records requiring payment of fees and charges 276/332 records, the rate of online payment records 83.1%; Rate of administrative procedure records Implementation regardless of administrative boundaries/total number of records generated by the unit: 460/944, accounting for: 48.73 (%).
Concluding the inspection session, Comrade Ly Duc Bang, Deputy Director of the Department of Home Affairs, requested the Commune People's Committee to continue to strengthen leadership, direction, and effective implementation of administrative reform work associated with information and propaganda; Improve the quality of promulgating documents; review and promulgate documents adjusting contents and tasks that are not within the functions, tasks, and authority in the administrative reform plan. Fully implement and ensure compliance with regulations on organizational structure, civil servant and public employee ranks, management and use of payroll, and number of employees in accordance with regulations. Continue to implement discipline, administrative discipline, and public service culture. Provide full decisions and publicly report on budget estimates according to regulations, fully post them on the electronic information portal; review and further evaluate the situation of revenue - expenditure and regular capital disbursement; Review the provision of information on the electronic information page in a timely and correct manner ; Create full categories on the unit's website according to regulations. Update the content of administrative procedures regardless of administrative boundaries within the province, increase the digitization rate of administrative procedure settlement records.
