Inspecting administrative reform work in Cu Kuin district

On September 13, the Inspection Team for the results of administrative reform implementation in 2023 in the province (Inspection Team 611) led by Deputy Director of the Department of Home Affairs Hoang Manh Hung inspected the implementation of administrative reform work in two communes of Ea Ning, Cu Ewi and the People's Committee of Cu Kuin district.

Through on-site inspections, records and documents at units and localities, Inspection Team 611 assessed: Over the past time, administrative reform work in the district has had positive changes. The district has issued plans and documents directing the serious implementation of tasks assigned by the Provincial People's Committee on administrative reform work.

The inspection and review of legal documents and administrative procedures of the district are basically carried out in accordance with the prescribed content, order and procedures. The One-Stop Department has been invested in and built spaciously. The implementation of receiving and returning results, reforming the administrative apparatus, reforming the public service system and public finance are carried out in accordance with regulations.

In the field of building and developing e -Government and Digital Government, the district has well performed the tasks of the Provincial People's Committee such as: issuing the Digital Transformation Plan, ensuring network information security in 2023; 100% of digital certificates were issued to leaders of the District People's Committee, commune level and departments and offices.

To improve the local investment environment, the District People's Committee has proactively made a list of projects calling for investment in the district and coordinated with the Department of Planning and Investment to integrate them into the province's investment calling project for the period 2021 - 2025; provided comments on new investment proposals, increased the capacity of the proposed investment project in the Cu Kuin District Industrial Cluster as well as in the district.

Along with that, the District People's Committee pays attention to creating an equal competitive environment among enterprises; proactively grasps the thoughts and aspirations of enterprises in a timely manner to make recommendations to departments and the Provincial People's Committee to have measures to remove difficulties and obstacles in the operation of enterprises.

In addition to the achieved results, the Inspection Team also pointed out a number of limitations and shortcomings: In 2022, the completion rate of the administrative reform plan only reached 95.2% compared to the proposed plan; not fully participating in the Online Competition to learn about administrative reform.

The coordination in handling the inter-connected land administrative procedure dossiers received by the Branch of the Land Registration Office of Cu Kuin District is still delayed by the People's Committee of Cu Kuin District (the implementation step is at the People's Committee of Cu Kuin District). Currently, the People's Committee of the District has only implemented digital signatures on the Document Management and Operation software, reaching 70%...

Concluding the working session, Deputy Director of the Department of Home Affairs, Head of Inspection Team 611 Hoang Manh Hung highly appreciated the results achieved and requested the People's Committee of Cu Kuin district to develop solutions to handle and overcome the shortcomings and limitations that the Inspection Team had pointed out; strengthen the search for and implementation of administrative reform initiatives and solutions; regularly monitor, urge and inspect the reception and settlement of administrative procedures of departments, offices, units, People's Committees of communes and wards in the area.

At the same time, improve the quality of administrative procedure settlement, the satisfaction of organizations and individuals in the implementation of administrative procedures in the district; continue to review, monitor and urge the implementation of digital signatures in the Document Management and Operation Software at the district and commune People's Committees; continue to coordinate with agencies and units to guide and create favorable conditions for investors to survey projects in the district and make improvements in investment promotion and calling...
