After merging into the Vietnam Fatherland Front Committee of Hue City, how has the organizational structure of the City Labor Federation been streamlined? What are the most notable changes, sir?
The organizational structure of the Hue City Labor Federation has been streamlined, focusing on consolidating focal points, reducing overlaps, and improving operational efficiency. Currently, there are no separate departments or offices; the whole is called the Trade Union Working Committee. Notably, there is no longer a model of district-level trade unions, local industry trade unions, and trade unions of economic zones and industrial parks. The trade union mainly focuses on operating in enterprises and public service units that do not receive 100% of their salaries from the state budget; at the same time, the payroll is adjusted to suit the new model but still ensures core functions and tasks. We have submitted a project to establish trade unions in communes and wards to strengthen connections at the grassroots level.
How has the reorganization and consolidation of the Trade Union organization affected the implementation process, especially at the grassroots trade unions? What factors have supported and what issues need to be noted and resolved?
The biggest advantage is that the Trade Union is united with other political and social organizations, focusing on performing the function of representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers. However, due to the large area and diverse subjects, the City Labor Federation must directly manage the grassroots trade union while it has not yet established commune and ward trade unions as a bridge for leadership and direction. Some cadres still lack experience when changing positions and tasks; some grassroots trade unions are still confused about the new method of operation, needing more time to adapt.
Faced with organizational changes, what solutions has the City Labor Federation had to ensure the rights and psychological stability of cadres and union members affected by the reorganization and streamlining process?
Any organizational change affects people. The reorganization of the union system changes tasks and positions, requiring adaptation to new methods of operation. From the beginning, the Standing Committee of the City Labor Federation focused on propaganda work, organizing conferences and thematic meetings to clearly explain the roadmap, goals and long-term benefits of the reorganization. At the same time, we carefully reviewed each position and individual to arrange them appropriately, promote strengths, support status transition and adapt to new conditions. In cases where there is a desire to retire early or quit the job, the City Labor Federation coordinates with relevant agencies to resolve them in a reasonable and fair manner, ensuring rights and creating favorable conditions for job transition. It is the transparency and openness that has helped the staff quickly stabilize their mentality and adapt to the new environment.
Immediately after reorganizing the organization, what specific solutions did the City Labor Federation implement to ensure that union activities were not interrupted and to continue to promote its role in connecting with workers?
Streamlining the apparatus is necessary, but the important thing is to maintain the "lifeblood" of the trade union movement, activities closely associated with workers such as representation, care, protection of rights, organization of emulation movements, support for union members in difficulty... Immediately after the reorganization, the City Labor Federation reviewed and reassigned cadres in charge of the field, organized working groups to grasp the situation, working life, income, and implementation of policies at enterprises to ensure that the activities of the grassroots trade union are not interrupted. Specialized departments were redesigned to be closer to reality, focusing on supporting the grassroots trade union in performing its tasks. Monitoring activities, patriotic emulation movements, commendation of typical examples, organization of training for grassroots trade union cadres... are still maintained regularly. Programs to care for the material and spiritual life of workers on holidays, anniversaries, and the founding day of the Trade Union are still implemented promptly, on schedule, and in accordance with the practical situation.
Faced with the need for innovation, what will Hue City Trade Union focus on to continue to be the pioneer in caring for, representing, and protecting workers' rights?
The upcoming focus is to improve the quality of negotiation, signing, and monitoring of collective labor agreements; salary negotiation, workplace dialogue, and enhancing care for union members' material and spiritual lives. We also focus on fostering adaptive skills and supporting workers in the context of changing employment. The union movement continues to innovate in a more substantial, practical, and closer-to-members direction.
In the context of digital transformation and the strong development of artificial intelligence, how has the City Labor Federation applied and will apply technology platforms to promptly grasp workers' thoughts and build more practical and effective policies?
Digital transformation is an inevitable trend and one of the key tasks of trade union activities today. The City Labor Federation has deployed online survey tools to promptly grasp the thoughts, aspirations and recommendations of workers, as a basis for building and adjusting policies in line with reality. At the same time, we are completing the database of trade unions and union members for more effective management and connection. Social networking platforms such as Zalo, Facebook and internal management software have been applied to increase interaction, save costs, shorten response time, and make decisions closer to reality. The City Labor Federation continues to update and integrate new technology solutions, including artificial intelligence, to improve the effectiveness of propaganda, care, representation and protection of workers' rights in the digital age.
