Notably, after the merger, with many changes in personnel and office, the staff of the Department of Justice has made many efforts to ensure that tasks are carried out smoothly and effectively.
Right from the implementation of the 2-level local government model, the department has established a zalo group with full members being judicial officials of 124 communes, wards, and special zones; zalo group of Department Directors and Chairmen of 124 commune-level units to promptly grasp information, exchange, and guide the handling of arising problems as well as shortcomings in the process of performing judicial tasks.

The Director of the Department of Justice also emphasized the current difficulties of the unit. Specifically, the number of civil servants continuing to work after the merger is quite low compared to the assigned staff (57/91 people). Meanwhile, the increasing workload, high professional requirements, have affected the efficiency, quality of consulting and organization of task implementation.

The settlement of 178 resignation applications of civil servants and public employees has encountered many difficulties. The arrangement of workplaces and accommodation for civil servants, public employees and workers from Binh Thuan and Dak Nong (old) to work at the department has not been resolved. The work of judicial civil servants in communes, wards and special zones after the merger is overloaded...

In addition, current professional software still has many errors, causing difficulties for staff. The number of documents sent for appraisal is relatively large and the application of shortened procedures and processes. Meanwhile, the time for the Department of Justice to research and appraise is short, so the drafts are built and the content is not guaranteed.

Reviewing all legal documents still in effect in the three former provinces and handling them according to regulations still faces many difficulties due to the large number of documents (about 1,500 documents). Meanwhile, the time to conduct the review to ensure the application of documents is unified, synchronous and appropriate in the province is urgent.

From July 1, 2025, the number of administrative procedure files received by the Department of Justice in the fields of judicial support has increased dramatically due to the decentralization of some functions and tasks from the Ministry of Justice . Processing decentralized files has encountered many difficulties due to the thin force and new approaches to the tasks.

At the meeting, representatives of the department leaders also answered a number of questions raised by the Department of Justice.
Concluding the meeting, the Vice Chairman of the Provincial People's Committee assessed that the Department of Justice was one of the units that stabilized early after the merger. He praised the team of Justice officers with determination and high responsibility for ensuring the smooth implementation of the massive and difficult workload in the current period.

In the coming time, Comrade Nguyen Minh requested the Department of Justice to continue to promote the spirit, responsibility, proactiveness and flexibility in organizing and implementing tasks. At the same time, strengthen two-way coordination with departments and branches to ensure effective implementation of common tasks and issues arising in the current period.
The Department needs to have a plan to deal with the local shortage of staff; pay attention to ideological work, inspire the staff to continue to contribute to solving urgent problems assigned by the Provincial People's Committee. The sector needs to promote digital transformation and digitize records. In particular, research and advise the Provincial People's Committee on a plan to rotate, arrange, and train civil status officers at the commune level in a reasonable and effective manner.
The Vice Chairman of the Provincial People's Committee stated that the Department should soon organize legal training courses, foster and provide professional guidance for commune, ward and special zone officials. In particular, it will use the "hand-holding" solution so that localities can quickly grasp and understand the regulations to implement work at the grassroots level correctly and effectively, especially in areas with major changes in population, administrative boundaries, etc.
The Vice Chairman of the Provincial People's Committee also emphasized that the Provincial People's Committee will continue to pay attention to directing the timely removal of difficulties and obstacles, especially issues related to human resources and working facilities of the department. From there, the department will continue to maintain its role as a legal gatekeeper, a reliable support in building and enforcing laws in the locality.
