On December 8th in Hanoi , the consortium of investors (Deo Ca Group Joint Stock Company, Ho Chi Minh City Infrastructure Investment Joint Stock Company, Tasco Joint Stock Company, Hoang Long Construction Investment Corporation - JSC, and CII Services and Investment Company Limited) and the Vietnam Road Administration signed a contract to implement the Ho Chi Minh City - Trung Luong - My Thuan Expressway expansion project under the PPP (Public-Private Partnership) method.
"Opening the way on the ground must open the way of responsibility."
According to Mr. Ho Minh Hoang, Chairman of Deo Ca Group, this project is not just about expanding a road, but a strategic project to complete the vital transportation axis of the Southern key economic region, ensuring effective connectivity for more than 21 million people in the Mekong Delta.
With a total investment of over 36,000 billion VND, implemented under the BOT (Build-Operate-Transfer) model with 100% private capital mobilization, this is the largest privately-mobilized BOT transportation project in the country to date.
“The fact that Vietnamese businesses are independently mobilizing resources to undertake such large-scale projects is proof of the spirit of Resolution 68: the private sector must be given the opportunity to contribute strongly to national development. This also reflects the spirit expressed by General Secretary To Lam: daring to think, daring to act, daring to innovate, daring to take responsibility for the national interest, and, when necessary, daring to sacrifice personal interests for the common good,” Mr. Ho Minh Hoang shared.
As Chairman of the Board of Directors of Saigon - My Thuan Expressway BOT Company Limited (the project enterprise), immediately after signing the contract, Mr. Ho Minh Hoang requested the Executive Board to develop a detailed implementation plan. This plan had to be agreed upon by all parties: the investor, the contractor, the credit institution, and the local authorities (in the land clearance process), before being submitted to Project Management Board 7 for approval by the Ministry of Construction leadership.
According to Mr. Ho Minh Hoang, the announcement of the plan and the responsibilities of each party aims to create a transparent monitoring mechanism, so that citizens and authorities can track progress through a "countdown clock".
"The overarching principle we have been adhering to throughout the Project is: To open up the road on the ground, we must first open up the road of responsibility," the Chairman of Deo Ca Group emphasized.
According to Mr. Bui Quang Thai, Director of the Vietnam Road Administration, the Ho Chi Minh City - Trung Luong - My Thuan Expressway expansion project is one of the first projects to apply the new regulations on investment under the PPP method. The procedures and implementation time have been significantly shortened: from investment policy approval to contract signing, it only takes nearly 10 months, a reduction of 5-8 months compared to before.
In the context of strong socio-economic growth in the Southern region and ever-increasing transportation needs, the expansion of the Ho Chi Minh City - Trung Luong - My Thuan expressway (after more than 15 years of operation) is an urgent requirement to complete the infrastructure serving socio-economic development and ensuring national defense and security.
“The signing of the project contract today and the completion of procedures for commencement on December 19, 2025, is of particular importance in concretizing the policy of attracting non-budgetary resources to invest in infrastructure development. This is even more significant as the project uses entirely capital mobilized by the investor,” Mr. Bui Quang Thai assessed.
New drivers of development for the Mekong Delta
The Ho Chi Minh City - Trung Luong - My Thuan expressway expansion project spans 96.13 km and passes through the provinces of Ho Chi Minh City, Tay Ninh, and Dong Thap.
The starting point is at the Cho Dem intersection (Km9+325), Tan Nhut commune, Ho Chi Minh City; the ending point is at Km105+454, the northern end of My Thuan 2 bridge, An Huu commune, Dong Thap province.
The Ho Chi Minh City - Trung Luong section is planned to have 10-12 lanes (Cho Dem - Ring Road 4 section: 12 lanes; Ring Road 4 - Trung Luong section: 10 lanes), with phased investment of 8 lanes and a design speed of 120 km/h.
The Trung Luong - My Thuan section and the section from the An Thai Trung intersection to My Thuan 2 bridge have been fully invested in with a scale of 6 lanes and a design speed of 100 km/h.
The project also includes the synchronized investment in a smart traffic management system, electronic toll collection without stopping, and a vehicle weight control system; and the arrangement of two rest stops at Km28+200 and Km78+220. Within the project area, there are 10 interchanges, including the renovation of 8 existing interchanges and the addition of 2 new interchanges.
According to Decision No. 2166/QD-BXD dated November 26, 2025, of the Ministry of Construction, the project is approved under the PPP method, BOT contract, with a total investment of VND 36,172 billion, 100% of the capital mobilized by the investor. Of this, equity capital accounts for 15% (over VND 5,400 billion), and mobilized capital accounts for 85% (over VND 30,746 billion). The project is expected to commence on December 19, 2025, and be completed in 2028.
The Ho Chi Minh City - Trung Luong - My Thuan expressway, put into operation between 2010 and 2022 with a scale of 4 lanes, quickly became a vital gateway between Ho Chi Minh City and the Mekong Delta region. However, the sharp increase in traffic volume has led to frequent congestion and overload, failing to meet transportation needs.
Expanding the expressway has become an urgent necessity, not only to reduce traffic congestion and ensure safety, but also to complete the transportation network of the Southern Key Economic Region and the Mekong Delta region; and to promote regional logistics. The project will shorten travel time from Ho Chi Minh City to My Thuan to about 1 hour and 45 minutes, instead of more than 3 hours.
According to a representative of Deo Ca Group, in order to meet the groundbreaking deadline of December 19, 2025, the investor had to "rush and queue" simultaneously, completing procedures for establishing the project company, arranging equity capital, raising loan capital, and assigning personnel to participate in contract negotiations.
“However, with our experience and pursuing the Project right from the investment proposal stage, we will complete all procedures according to regulations, ensuring the required progress as well as the solemn and thoughtful organization of the groundbreaking ceremony,” said a representative of Deo Ca Group.
