New direction for southwestern border economy
Tay Ninh is gradually growing strongly, constantly asserting its position in the dynamic economic picture of the intersection between the East and the Southwest regions. In that development flow, Moc Bai Xuyen A Complex is oriented to become a regional industrial - urban - service center, a place where the values of green economy, innovation and sustainable development converge. At the same time, the project is a strategic step, opening up a modern and synchronous development space for the whole province in the future.
After a long period of research, in mid-November 2025, the People's Committee of Tay Ninh province and a consortium of investors including Becamex Industrial Development and Investment Corporation - JSC, Vietnam - Singapore Industrial Park Joint Venture Company Limited (VSIP) and Vietnam Rubber Industry Group (VRG) signed a Memorandum of Understanding to implement the Project of Formation and Development of Moc Bai Trans-Asia Complex.
The objective of the Project is to form and develop the Moc Bai Trans-Asia Complex along the Tay Ninh - Binh Duong economic corridor (old), creating a breakthrough, promoting all potentials, advantages and resources of the province. At the same time, turning Tay Ninh into a modern industrial - urban - service center, closely linked with the Moc Bai border gate economic zone and major economic centers in the region.
According to Mr. Nguyen Van Hung - Chairman of the Board of Directors of Becamex Industrial Development and Investment Group, the Project to build an ecosystem to attract new generation investment, a green, sustainable, innovative economic environment, meeting the needs of urbanization, industrialization, creating high-quality living space; at the same time promoting the application of digitalization, renewable energy, building a model of ecological industrial parks, carbon neutrality and strengthening economic connectivity with Ho Chi Minh City.
The development of the Moc Bai - Xuyen A Complex is oriented towards an integrated industrial - urban - service model, creating a sustainable economic value chain and spreading development to the entire region. The project includes the following components: Thanh Duc Industrial - Logistic - Urban Complex in Thanh Duc Commune; Ben Cui Industrial - Urban - Service Park in Loc Ninh Commune; Road connecting the Moc Bai - Xuyen A industrial - urban corridor and Bau Bang - Moc Bai Railway, all under the public-private partnership (PPP) method.
In particular, phase 1 (2025 - 2030), the project focuses on developing three industrial parks in Thanh Duc commune (about 1,500 hectares), building adjacent urban areas and resettlement areas; investing in electricity, water, and renewable energy infrastructure; promoting investment attraction; surveying and proposing a route connecting the Moc Bai - Xuyen A industrial - urban corridor (30 km section in Tay Ninh province) under the PPP method.
Phase 2 (after 2030) continues to attract domestic and foreign secondary investors; complete industrial parks and urban areas according to the Project; develop social housing, logistics services, urban utilities; synchronously operate projects; at the same time coordinate research and propose a route connecting the Moc Bai - Xuyen A industrial - urban corridor under the PPP method, extending from Moc Bai Border Gate Economic Zone to Tan Ninh ward and Long An ward to strengthen regional connectivity.
Realizing expectations
The signing of a strategic cooperation agreement between the People's Committee of Tay Ninh province and the Becamex - VSIP - VRG Joint Venture marks an important step forward in the process of realizing the goal of building a new generation investment attraction ecosystem, a green, sustainable economic development environment, and innovation and entrepreneurship, in accordance with international standards.
This cooperation is not only an investment commitment, but also a connection of experience, resources and management capacity of the three leading infrastructure developers in the country, to optimize the potential of the Moc Bai border area. This is also considered an opportunity for Tay Ninh to break through, becoming a new growth pole of the Southeast - Southwest region, harmoniously connected with the economic ecosystem of Ho Chi Minh City.
Mr. Nguyen Van Hung, Chairman of the Board of Directors of Becamex Industrial Development and Investment Corporation - Chairman of VSIP, affirmed that the Investor Consortium will closely accompany Tay Ninh province and localities in the region to implement the Project. Mr. Nguyen Van Hung emphasized that the project will soon come into practice, becoming a driving force for sustainable growth for the province.
Mr. Tran Cong Kha, Chairman of the Board of Directors of Vietnam Rubber Industry Group (VRG) affirmed that in recent times, VRG has always maintained stability and determination to develop production and business activities, contributing positively to the socio-economic development of the province. In addition to production activities, the Group also focuses on social security programs. In the coming time, VRG will continue to implement these activities effectively, contributing more to the socio-economic development and improving the welfare of the community in Tay Ninh, especially for the project being implemented.
With the project gradually becoming a reality, Tay Ninh shows strong determination in mobilizing social resources, attracting strategic investors and creating new growth momentum for the locality.
Mr. Nguyen Manh Hung, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Tay Ninh province, said that in order to implement the project soon, the Provincial Party Committee has established a working group headed by the Deputy Secretary of the Provincial Party Committee, with the participation of leaders of relevant departments and branches. The composition of the working group has also been expanded, mobilizing more experts, scientists and related businesses to contribute ideas, ensuring the implementation of the project is close to the reality of the border area.
“The consortium of investors can be completely assured of the progress as well as the drastic and synchronous participation of the province in the coming time,” Mr. Nguyen Manh Hung emphasized, adding that current procedural difficulties have been significantly resolved when the Government decentralizes to the locality, especially in planning and handling administrative procedures. Therefore, businesses and investors can be assured. The province is committed to accompanying and creating the most favorable conditions for the project to be implemented on schedule and effectively.
