The Congress also announced the Executive Committee for the second term, in which Mr. Vuong Bich Thang, former Director General of the General Department of Physical Education and Sports (now the Vietnam Department of Physical Education and Sports), was re-elected as President of the Association. Mr. Thang's continued leadership is seen as a factor ensuring continuity and stability in the development direction of the Vietnamese motorsport movement.

The first term was full of challenges.

The summary report at the Congress showed that the Association's first term took place in a particularly difficult context. Established when Vietnam was preparing to host the Formula 1 Vietnam Grand Prix, the Association soon faced serious disruptions due to the Covid-19 pandemic.

However, over the past five years, the Association has gradually strengthened its organization and maintained its operations. The Executive Board has been restructured, the number of organizational members has increased to 20, and the Association's role in managing and supporting the organization of motorsports races has become increasingly prominent.

Notably, this includes participating in the management of the Vietnam Off-Road Car Racing Championship PVOIL Cup continuously from 2022 to 2025; two seasons of the PVOIL Cup National Gymkhana Championship in 2024 and 2025; as well as providing professional support for the "Buon Don Great Mountain Challenge" race in 2023.

According to the Association's statistics, over the past five years, 15 out of 34 provinces and cities nationwide have hosted motorsports races in various formats and scales, reflecting the growing popularity of this relatively new sport in Vietnam.

International mark and professional work

Besides domestic activities, the Association also assisted with the procedures for Vietnamese athletes to participate in the RFC Malaysia international off-road racing competition in 2023 and 2024. Notably, the Saigon Farmers racing team from Binh Duong (now Ho Chi Minh City) won second runner-up in the 2024 season.

In 2023, the Association worked with the Belgian company DGSPORT on the possibility of organizing an international rally race in Vietnam, and also sent a delegation to survey the race track in Lam Dong and report to the Vietnam Sports Department and the Ministry of Culture, Sports and Tourism for guidance.

In the area of professional development, the Association issued the Rules of Competition for Off-Road Automobile Racing and the Rules of Competition for Gymkhana Automobile Racing in 2023. Three nationwide training courses on organizing and managing races were also implemented, certifying nearly 100 referees and more than 40 sports officials from local Departments of Culture and Sports.

Acknowledging contributions

At the Congress, 43 collectives and individuals who made outstanding contributions during the first term were awarded. Two units received Certificates of Merit from the Minister of Culture, Sports and Tourism: the Vietnam Sports Car Association and OTV Media Joint Stock Company.

The Vietnam Olympic Committee awarded Certificates of Merit to seven individuals, including Mr. Ngo Viet Dung - Standing Vice President of the Association and Mr. Nguyen Dai Hoang - General Director of OTV Media Joint Stock Company, who played key roles in organizing national racing events in the past.

In addition, the Vietnam Department of Physical Education and Sports awarded Certificates of Merit to 19 collectives and individuals, and the Association also honored 15 other individuals for their sustained contributions to the movement.

Ambitions for the second term

Entering its second term, the Association – now called the Vietnam Motor Sports Federation – aims for stronger and more sustainable development. In 2026, the Federation plans to collaborate with OTV Media, the Otofun community, and its members to build a national championship system for off-road car racing and Gokart, based on the successful Gymkhana model.

Another focus is establishing standards for competition equipment, implementing a system for evaluating and ranking athletes, and strengthening international cooperation with motorsport organizations in Southeast Asia, China, and Australia. The Federation also aims to gradually promote its membership in international and Asia-Pacific motorsport federations.

Alongside its professional activities, the Federation is committed to promoting awareness of driving culture and traffic safety, as well as continuing to organize training courses for organizations and individuals interested in participating in motorsports.

The congress also announced the official website VFM.VN , designated as the Federation's channel for updating activities, professional information, and domestic and international connections. With the name change and new strategy, the organization expects to usher in a more professional development phase for Vietnamese motorsports over the next five years.
