A series of power plants had their capacity cut, the operating company explained that it was due to storms and rain.

(Dan Tri) - The National Electricity System and Market Operation Company said that the capacity cut of many plants due to storms and floods caused large hydroelectric power plants to discharge floodwaters, causing a sharp increase in power sources while the load decreased, causing a power surplus.

Recently, many wind power enterprises in Quang Tri reported that their power generation capacity had been cut for a long time, sometimes up to 99%, causing a sharp drop in revenue and putting their projects at risk of loss.

According to statistics from these businesses, in October, production was cut by about 50%, revenue could decrease by 10-20% if the situation lasts until the end of the year, while profit margins are only 5-10%. Investors are worried about not being able to pay debts and maintain project operations.

Therefore, they recommended that the Ministry of Industry and Trade , the People's Committee of Quang Tri province, Vietnam Electricity (EVN), and the National Electricity System and Market Operation Company (NSMO) consider solutions to limit capacity cuts; if necessary, they suggested maintaining the average cut level as in previous years to ensure financial planning and capital recovery.

Immediately afterwards, in the information sent to power generation and grid management units about electricity supply operations, NSMO stated the reason for having to cut the capacity of the factories.

Accordingly, the company cited statistics from the National Hydrometeorological Service, saying that in October, 35 rain records were recorded, including 20 daily rainfall records and 15 monthly rainfall records. It is forecasted that in November, the situation of storms and tropical depressions may continue to develop complicatedly.

On November 6-7, storm No. 13 (KALMAEGI) made landfall in Vietnam and brought heavy rain, directly affecting the operation of the national power system.

NSMO said that due to the impact of storm and storm circulation No. 13, the water flow to hydroelectric reservoirs increased, causing 80/122 hydroelectric reservoirs with a total hydroelectric capacity to discharge floodwaters up to 16,000 MW (on November 7).

At the same time, wind power also increased, reaching 3,400-4,000MW, 2,000-3,000MW higher than previous days, while load demand was low, some loads were lost due to the impact of the storm.

"The above factors have caused the national power system to experience a state of excess power and overload that lasted throughout the day and continued continuously during the past October and November," NSMO said.

Accordingly, to ensure source/load balance and keep the system safe within the allowable range, the National Power System and Electricity Market Operation Company has had to continuously monitor and adjust the mobilization of power sources.

The company said it had to make difficult dispatch decisions, including reducing the mobilization of both hydropower plants that were releasing floodwaters and renewable energy sources (wind power, solar power) to ensure safe operation of the national power system and power plants.

In addition, to prepare for importing electricity from Laos according to the Agreement between the two Governments, on November 9-10, the National Power Transmission Corporation (represented by the Central Power Project Management Board) will cut off power to construct the 220 kV Tuong Duong - Do Luong and Do Luong - Nam Cam lines.

According to NSMO, this is a major task, requiring the simultaneous cutting of four 220kV lines. This will affect the power generation capacity of hydropower plants in Nghe An, Lao power plants and the power supply to the loads of Nghe An Electricity Company.

It is expected that by December, the units will continue to carry out the construction of the 500kV Quang Tri transformer station connection to continue to increase the import capacity and release the capacity of power sources in the region to ensure electricity supply for 2026 and the following years.

In addition, the company said that the Department of Hydrometeorology forecasts that there will be about 3 storms/tropical depressions active in the East Sea, of which 1-2 storms are likely to affect mainland Vietnam, causing rain and greatly impacting the operation of the national and local power systems from now until the end of December.
