Worried about "flooding" the progress of the Van Ninh - Cam Lo expressway project
At the Van Ninh - Cam Lo expressway construction site, the section through Le Thuy district, Quang Binh province, the investor as well as the contractor are "sitting on hot coals" because close to the time when the Prime Minister and the Minister of Transport directed to overcome difficulties to open the route on April 30, 2025, there are still many problems.
Up to this point, the main North-South expressway section through Le Thuy district is still stuck with land clearance problems.
At this time, the rainy season has begun in Quang Binh province, causing construction work to be somewhat delayed. In addition, on the main route of the project as well as the Ho Chi Minh Road section passing through Le Thuy district, there are still households and solar farms, and people's power lines behind the meter.
Informing reporters, a representative of the contractor Truong Thinh said that the Van Ninh - Cam Lo expressway project, the section through Quang Binh province, is 32km long. Up to now, many locations along the entire route have been paved with asphalt concrete, installed guardrails, and protective fences. However, on the construction area of the main route as well as the repaved route (Ho Chi Minh road), there are still houses and construction works.
According to the Ho Chi Minh Road Project Management Board, the solar power farm project located on the main route has not yet been handed over to the construction contractor.
"Recently, the construction work has encountered numerous difficulties due to site clearance and heavy rain. According to the Prime Minister's request, the Minister of Transport must open the route on April 30, 2025, but many locations have not yet been filled, making us worried and restless," said a representative of contractor Truong Thinh.
According to the reporter, at the Van Ninh - Cam Lo highway construction site through Le Thuy district, machinery and workers were moved by contractors to other locations for construction due to lack of construction sites and bad weather.
Mr. Luu Tuan (Ho Chi Minh City Management Board - Project Investor) said that this is mid-October, the weather in the area has entered the rainy season. However, many locations on the route are still stuck with land acquisition. From now until April 30, 2025, there are only 6 months left for the units to implement the construction.
"We are worried about the progress being delayed due to objective reasons that prevent the project from being put into operation. At many meetings with the locality, the leaders of the Ho Chi Minh City Management Board have joined hands with the locality to quickly complete the site clearance, but there has not been much progress," Mr. Tuan informed.
According to Mr. Tuan, up to this point, the Van Ninh - Cam Lo expressway project, contractors have completed 93% of the roadbed, 70% of the C19 asphalt concrete layer, and 46% of the C16 asphalt concrete layer. At the same time, contractors are installing guardrails and protective fences.
Before the forced eviction, many households voluntarily relocated their property.
On October 16, information from the People's Committee of Le Thuy district (Quang Binh) said that after a period of propaganda and mobilization, a number of households with houses and properties blocking the main route voluntarily dismantled and handed over the land for the construction of the North-South expressway.

Previously, on October 15, the Land Reclamation Enforcement Board of Le Thuy District People's Committee informed about the organization of land reclamation enforcement against individuals who have assets attached to land at plot number 56, map sheet number 17 of Mr. Tran Van Hung and Ms. Nguyen Thi Thanh.
Mr. Tran Van Hung's family has 3 children who built a house and live with him on a 1500m2 plot of land, the land whose land use right certificate is in his name. With the hope that his children will also be granted resettlement land, his family has not moved from their place of residence even though the construction site is working day and night across the street.
Local authorities support people to relocate their assets.
Director of the Le Thuy District Land Fund Development and Investment Project Management Board, Vice Chairman of the Le Thuy District Expressway Clearance Council, Ngo Van Ninh, explained that on his land, there are 3 children living with their own property. However, the household has not yet divided the plot and the certificate only bears the name of Mr. Tran Van Hung, therefore, his 3 children are considered for additional residential land allocation, and must pay land use fees.
According to the leader of the People's Committee of Le Thuy district, there are still some households on the route. In the coming time, we will continue to mobilize people to understand and accept the major policies of the Party and the State. "If households continue to not comply, the authorities will have to enforce the project so that it can be implemented on schedule," said this leader.
The North-South Eastern Expressway Project for the 2021-2025 period passing through Quang Binh province consists of 3 component projects with a total length of 126.43km. Of which, the Vung Ang-Bung section is about 42.95km long; the Bung-Van Ninh section is 49.93km long and the Van Ninh-Cam Lo section is 33.55km long. In addition, there are 8 intersections in the province.
