According to the approved plan, the project has a total length of nearly 99km passing through two localities: Quang Tri (about more than 36km) and Hue City (nearly 63km).
The starting point is at Km 0+00 (intersection with National Highway 9/about Km 10+380, adjacent to the end point of the Van Ninh - Cam Lo project), in Cam Hieu commune, Cam Lo district, Quang Tri province. The end point is at about Km 102+200 (adjacent to the starting point of La Son - Hoa Lien highway), in Loc Son commune, Phu Loc district, Hue city.
Expand the road surface to 4 complete lanes
The investment phase is to expand the roadbed, road surface and works on the route from 2 lanes to 4 complete lanes, with a roadbed width of 22 - 23.25m.
In the completed phase, the project will be invested in a scale of 6 lanes, with a roadbed width of 32.25m.
For bridge projects, the design takes advantage of keeping the 4 bridges on the main route, ensuring the cross-sectional scale of 4 lanes and 17 bridges on the highway level crossings; building additional units or expanding 33 bridges on the main route, building 2 new overpasses at the intersection, the bridge width is suitable for the roadbed.
For the interchange, the project maintains 4 different-level interchanges on the route (Km 30+496/intersection with QL15D; Km 48+827/intersection with TL9B; Km 80+139/intersection with QL49 and the QL1 bypass; Km 102+43/intersection with TL14B), only adding U-turn sections at the vehicle weight control station.
There are 2 completely invested interchanges including: Intersection with TL16 at Km 65+300 in simple split-merge form combined with U-turn island; Intersection with TL12B at Km 72+370 in semi-asterisk form and arrangement of U-turn sections at the vehicle load control station to ensure synchronous and safe operation; the completion stage will be invested in expansion according to approved planning.
Investing in a synchronous smart traffic system
To ensure safety and efficiency of operation, the project will also be invested in a synchronous non-stop automatic toll collection system (located on branches of interconnecting intersections); intelligent traffic system; traffic management and operation center; vehicle load control works and rest stops.
With the above plan, the total investment of the project is more than 6,463 billion VND. Of which, the cost of compensation, support, and resettlement (including contingency costs) is more than 263 billion VND; construction costs are more than 4,700 billion VND; equipment costs are nearly 320 billion VND; project management costs are more than 33 billion VND; construction investment consulting costs are more than 178 billion VND; other costs are more than 144 billion VND and contingency costs are more than 812 billion VND.
Project investment capital is allocated from the general reserve capital of the Medium-term Public Investment Plan of the central budget for the period 2021 - 2025 corresponding to the increased central budget revenue in 2023 approved by the National Assembly in Resolution No. 142/2024 dated June 29, 2024 and the capital of the Medium-term Public Investment Plan for the period 2026-2030.
According to plan, the project will be basically completed in 2025 and put into use in 2026.
Cam Lo - La Son Expressway will be put into operation from the end of 2022 with a 2-lane investment scale, without a hard median strip in the middle. Along the entire route, there are 9 overtaking sections designed with 4 lanes, with a median strip.
After being put into operation, there have been many traffic accidents on the Cam Lo - La Son highway. Among them, there are particularly serious cases such as the accident that occurred on February 18, 2024 between a 7-seat car and a tractor-trailer, killing 3 people.
Along with implementing measures to increase traffic, from April 4, 2024, the Vietnam Road Administration has banned passenger vans with more than 30 seats, sleeper buses, and trucks with 6 axles or more from entering the Cam Lo - La Son expressway to reduce traffic on the route.
The North-South Expressway, Cam Lo - La Son section, will be put into operation from the end of 2022 with a 2-lane investment scale, without a hard median strip in the middle. The overtaking sections will have a scale of 4 lanes, with a roadbed width of 23m.
Along with the Cam Lo - La Son expressway, two adjacent expressway sections, La Son - Hoa Lien and Hoa Lien - Tuy Loan, are also being invested in for expansion. Of which, the Hoa Lien - Tuy Loan section expansion project is expected to be completed in September 2025; the La Son - Hoa Lien section expansion project is expected to be basically completed by the end of 2025.
