Orientation and key tasks of the Education sector in 2025
Minister of Education and Training Nguyen Kim Son said: "2024 is a year of many tasks and tasks for the education sector, and also a year marked by many important results, completing many set goals, and at the same time creating a premise for a new development stage of the country's education.
In 2025, the education sector will continue to have many tasks and tasks to do to continue on the journey of fundamental and comprehensive innovation of education and training . In particular, the major task is that the Ministry of Education and Training will continue to coordinate with relevant ministries, branches and agencies to complete the Government's Action Program to implement Conclusion No. 91-KL/TW dated August 10, 2024 of the Politburo on continuing to implement Resolution No. 29-NQ/TW. After the Action Program is issued, plans will be developed and implementation will begin.
Currently, the Ministry of Education and Training is also in the process of finalizing the Education and Training Development Strategy to 2030, with a vision to 2045, in early 2025. Together with the Action Program to implement Conclusion No. 91 of the Politburo , the Education Development Strategy will be an important basis for the next steps of development of Education and Training .

If 2024 is considered the year marking the completion of the first cycle of implementing the 2018 General Education Program for three levels of education nationwide, then the first half of 2025 with tasks that need to be done well such as finishing the second semester of the school year, high school graduation exams, college and university admissions, etc. can close this first cycle. After 4 years of implementation in practice, in 2025, the Ministry of Education and Training will also summarize the first phase of implementing the 2018 General Education Program to set goals and solutions for innovation with more depth for the next phase.
In the first half of 2025, the draft Law on Teachers will be submitted to the 2nd XV National Assembly at the 9th Session. Determining this as a major task, the Ministry of Education and Training has been focusing on perfecting the draft after the first consultation with the National Assembly. We hope that the enthusiasm and aspirations for a draft Law that will develop the teaching force, will solve a series of problems related to teacher management over the past time... will convince the National Assembly deputies, convince the society. Not only us but more than 1.6 million teachers nationwide are waiting for the time when the Law on Teachers is officially passed and put into practice. Along with that, we will review the Law on Education, the Law on Higher Education, the Law on Vocational Education to consider amendments and supplements.
When the 2018 General Education Program completes its first cycle, the new Preschool Education Program will be piloted in 20 provinces/cities nationwide. 2025 will mark the beginning of innovation in preschool education - the most basic but currently most difficult level.
The country is entering a "new era - the era of national growth", recently the Politburo issued a Resolution on breakthroughs in science, technology, innovation and national digital transformation; previously the Prime Minister issued a Directive on promoting human resource training for the semiconductor industry and some core digital technology industries and many other major policies and guidelines. The education sector clearly identifies its responsibilities in this important period, because any "breakthrough" to be successful must start with people, with human resources.
Along with ministries, sectors, and localities, 2025 will also be the year that the Ministry of Education and Training and the education sector will focus on streamlining and improving the effectiveness and efficiency of state management in the management field. In the immediate future, we are organizing the implementation of merging and receiving units and focal points according to the direction of the Central Government. And for this group of tasks, there will be a lot of work to do in 2025."
Education Development Strategy to 2030, Vision to 2045
Minister of Education and Training Nguyen Kim Son said that the Ministry of Education and Training has prepared the Education Development Strategy for the period up to 2030, with a vision to 2045, and this Strategy was approved by the Prime Minister on December 31, 2024.
The education development strategy for the period up to 2030, with a vision to 2045, is an important step to institutionalize and continue to thoroughly grasp the Party and State's guiding views on education development in the spirit of Resolution 29-NQ/TW dated November 4, 2013 on fundamental and comprehensive innovation in education and training; Resolution of the 13th Party Congress, Conclusion No. 91/KL-TW dated August 12, 2024 of the Politburo on continuing to implement Resolution No. 29-NQ/TW and the 10-year socio-economic development strategy 2021-2030.

This strategy continues to affirm the view that developing education and training is the top national policy, playing a key role in the country's development. Investment in education and training is investment for development, and should be given priority in programs and plans for investment in socio-economic development. The State prioritizes investment and attracting other resources, creating conditions for the whole society to participate and contribute to the development of education.
Continue to strongly and comprehensively innovate education and training . Continue to strongly shift the educational process from mainly equipping knowledge to comprehensively developing capacity and qualities, especially the capacity for innovation and creativity of learners. Implement well the principle of learning combined with practice, theory closely linked to practice, school education combined with family and social education.
Education and training are for people and human happiness, maximizing the human factor, taking people as the center, subject, goal, driving force and resource of development, creating the foundation for realizing the goal of a rich people, strong country, democracy, fairness, civilization, prosperous and happy country.
Promote the building of a learning society to create conditions for all people to study and learn regularly and for life. Develop education to ensure balance in quantity and quality; and reasonable structure of qualifications and occupations.
Proactively integrate internationally and absorb and apply advanced scientific and technological achievements in the world, especially achievements of the Fourth Industrial Revolution, digital technology, and artificial intelligence to modernize education.
The education development strategy for the period up to 2030, with a vision to 2045, sets the general goal of developing modern Vietnamese education, promoting the nation's fine traditions, absorbing human civilization, comprehensively developing Vietnamese people, meeting the new requirements of socio-economic development in the new era, proactively participating in and adapting to the Fourth Industrial Revolution and the latest advances in science and technology; focusing on moral and personality education, maximizing the potential and creativity of each individual, creating a foundation for realizing the goal of a rich people, a strong country, democracy, fairness, civilization, a prosperous and happy country. Developing an open education system, ensuring fairness and equality in access to education, serving lifelong learning, towards standardization, modernization, democratization, socialization, and international integration. By 2030, Vietnam's education will reach the advanced level of the Asian region and by 2045, it will reach the advanced level of the world.
For the education sector, 2025 will be the starting year, the year focusing on organizing the implementation of the Education Development Strategy for the period up to 2030, with a vision to 2045, in order to soon achieve the goals set by the Strategy, contributing significantly to bringing the country into a new era.
Hope and hope for 2025
