
“Ensuring the provision of a unified set of textbooks nationwide” is one of the notable points of Resolution 71 on breakthroughs in education and training development recently issued by the Politburo .
Recently, on September 9, in a meeting on the implementation of Resolution No. 71, General Secretary To Lam asked the education sector to answer when a unified set of textbooks could be implemented nationwide and affirmed that there could be no further delay.
Currently, the country has 3 sets of textbooks: the Canh Dieu set (of the Pedagogical Publishing House, Ho Chi Minh City University of Education Publishing House and Vietnam Education Equipment and Publishing Investment Joint Stock Company), the "Knowledge Connection" and "Creative Horizon" sets of the Vietnam Education Publishing House. The diversification of textbooks is carried out according to Resolution 88 of the National Assembly issued in 2014.
Therefore, the new direction of General Secretary To Lam at the meeting and of the Politburo in Resolution 71 immediately received great public attention.
According to Ms. Nguyen Thi Viet Nga, Deputy Head of the National Assembly Delegation of the XVth term of Hai Phong City, after a period of implementing "one program, many sets of textbooks," although there are many positive points, this model also reveals shortcomings, especially the difference and lack of consistency in teaching practice.
Resolution 71 proposes the solution of "a unified set of books nationwide" to overcome this situation while still ensuring flexibility through open sections for localities and schools to add appropriate content.
“In other words, this is not a denial of the policy of one program, many textbooks, but an inheritance and adjustment, so that the textbook model is more suitable to current reality and development requirements,” Ms. Nga said.

Sharing this issue, Ms. Nguyen Thi Mai Hoa, Vice Chairwoman of the National Assembly's Committee on Culture and Society, said that Resolution 71's policy of ensuring the provision of a unified set of textbooks nationwide, striving to provide free textbooks to all students by 2030 is a policy of fulfilling the State's responsibility for general education. This is consistent with the goal of completing universal preschool education for children aged 3 to 5 and compulsory education for lower secondary school by 2030, and completing universal general education, equivalent to 2035.
However, according to Ms. Hoa, general textbooks are teaching materials so they need to be rich and diverse. “We currently have 3 sets of textbooks, so there should be a mechanism to encourage teachers and students to use many books, which have a rich source of knowledge,” Ms. Hoa said.
Sharing this view, from the perspective of educational practice, Ms. Nguyen Thi Minh Thuy, Principal of Nguyen Sieu School (Hanoi) said that the most important thing is "a program" and not "one or more sets of textbooks."
“When there is a unified program, textbooks are just one of the reference materials. Teachers need to stick to the program, and books only support the teaching and learning process,” Ms. Thuy analyzed.
Accordingly, Ms. Thuy believes that the provision of “a unified set of textbooks” in Resolution 71 can be understood in an open sense. The State will ensure that there is a set of textbooks used nationwide to create convenience, especially for families with difficult economic conditions, but that does not mean that there is only one set of books. Publishers can still compile additional documents and reference books for teachers and students to use as supplementary learning resources.
“Therefore, the policy of one program, many textbooks is not bankrupt. The core is still a unified education program - the key to fundamental and comprehensive innovation. In fact, many countries in the world also apply this approach: maintaining a common program but allowing diverse learning materials, creating flexibility in teaching and learning,” Ms. Thuy said.
