Commune-level judicial activities play a very important role in implementing and ensuring the law at the grassroots level. Improving the quality of commune-level judicial activities today is closely linked to improving the professional qualifications and responsibility for performing public duties of the team of civil servants assigned to perform the tasks.

Mr. Ha Van Nhu - judicial officer - civil status, works at the Hop Thanh Commune Public Administration Service Center. On average, every day, Mr. Nhu guides, receives and processes administrative procedures in the judicial field for 60 files.

According to Mr. Nhu, the number of such applications is not too large, but the difficulty is that Hop Thanh commune has a large population of ethnic minorities, with uneven levels of awareness, especially the application of information technology is still limited. Therefore, when receiving applications, judicial and civil status officers have to spend a lot of time guiding and supporting people to complete procedures and requirements.

To serve the people quickly and conveniently, and return documents on time, in addition to participating in professional training, improving responsibility in performing public duties, Mr. Nhu spends time improving some skills and knowledge, especially in information technology to meet job requirements.

Ban Lau Commune has 3 civil servants in charge of the judicial and civil status fields. Of these, 1 civil servant performs duties at the Commune Administrative Service Center and 2 officers perform duties at the Commune People's Committee and People's Council Office.

According to Mr. Nguyen Van Tan - civil servant in charge of the judicial sector, Office of the People's Committee and People's Council of Ban Lau commune, with the current large amount of work, the number of 3 civil servants in charge of the judicial - civil status sector does not meet the actual requirements, and more need to be added to ensure the requirements for handling work.

Ban Lau is also a commune with a large population of ethnic minorities. Although the procedures related to the settlement of administrative procedures, including those in the field of justice and civil status, are posted specifically, publicly and clearly, due to limited knowledge and awareness, many people have difficulty in implementing them. Officials on duty spend a lot of time guiding and supporting the completion of the steps to carry out the procedures.

In addition, currently, the online public service system and civil status software sometimes have errors or are slow to process, causing officials to have to wait or log in information many times before being successful.

Commune-level judicial activities include: coordinating the dissemination of laws to the people; mediation at the grassroots level; performing administrative procedures on civil status and judicial records; advising on the development and enforcement of laws. According to the Department of Justice, the team of civil servants assigned to perform tasks in the judicial field of the province has grown in both quantity and quality.

As of October 2025, the whole province has a total of 265 civil servants assigned to perform judicial and civil status work at the People's Council - People's Committee Office of communes, wards and the Public Administration Service Center at the commune level.

In terms of professional qualifications, there are 2 masters of law, 250 bachelors of law, and 13 other professional qualifications. The quality of judicial staff is increasingly improved, ensuring that they meet the requirements of assigned tasks.

In fact, when implementing the two-level local government model, the functions and tasks of the district justice departments were transferred to the People's Council - People's Committee Offices of communes and wards. Therefore, commune-level justice - civil status officials are sometimes confused when performing the tasks of the old justice department, and have to seek support from the Department of Justice.

In addition, some communes have few staff directly advising on judicial tasks or have little work experience, leading to slow implementation of tasks at times.

Comrade Dang Dinh Chung, Director of the Department of Justice of Lao Cai province, said: "In order to improve the quality of judicial activities at the commune level, every year, the Department of Justice coordinates with the Department of Home Affairs to organize professional training for civil servants assigned to perform tasks in the judicial field; focus on training and fostering political qualities and professional ethics; raise the sense of responsibility and spirit of serving the people; promote administrative reform in civil status work. In addition, it is proposed to perfect the judicial civil servants in the direction of having specialized staff to improve the effectiveness and efficiency of judicial activities at the local level."

In addition, the provincial judiciary continues to advise on strengthening and perfecting the team of judicial and civil status officials at the commune and ward levels in the province, ensuring quality, sufficient quantity and professional standards, in which, paying attention to creating conditions for civil servants performing tasks in the judicial field to participate in concentrated training courses, training, and fostering legal knowledge. At the same time, strengthening the material facilities and working equipment for the team of civil servants in the judicial and civil status field.

Improving the quality of judicial activities at the commune level contributes significantly to raising people's awareness of the rule of law and ensuring security and order right from the grassroots level.
