New demands for “ideological immunity”
In the opening and closing speeches of the 12th Central Conference (13th tenure), General Secretary To Lam emphasized the requirement: We must put the interests of the nation and people first and foremost. We must not let any local interests, personal sentiments, or deference or avoidance affect the quality of policy decisions. With the spirit of solidarity, unity, and concentration of intelligence and courage, the 13th Party Central Committee has proposed many major policies and decisions in preparation for the 14th Congress, affirming that institutional reform is a breakthrough and a key driving force to promote rapid and sustainable development.
The General Secretary requested all levels and sectors to proactively review, propose amendments and supplements to legal documents that are still inadequate and contradictory; build a synchronous, unified, transparent and feasible legal system, create a favorable investment and business environment, ensure the legitimate rights of the people; promote the application of technology in state management, and transform from a management administrative model to a service administrative model...
We need to clearly recognize the inevitability of the law of development, innovation must go hand in hand with prevention and consolidation; reform must be associated with struggle, protection of the political system, protection of the Party, protection of the regime. When there is strong reform and major transformation, it is also the time when the opposing forces operate more strongly and more fiercely. When we open up a positive flow in society, we must at the same time prevent the underground water of distortion, falsification, sowing doubts, and inciting opposition from hostile forces.

“Ideological immunity” is the first barrier that needs to be built by each party organization, each cadre and party member. Cadres, especially heads of party committees, agencies and units, must be pioneers in the reform environment with the spirit of “building” to “fight”. When a cadre is shaken by fake news and skeptical of “population-distorting” products, he or she is not only a victim of “cognitive warfare” but also creates gaps in leadership and the capacity to govern, manage and operate the apparatus.
“Information immunity” does not mean staying away from social media, but the ability to receive, analyze, debate, and process information proactively, confidently, and knowledgeablely. It means that each citizen knows how to verify information, knows how to distinguish between what is true, what is a product of deepfake, what is constructive criticism, and what is intentional sabotage. A student who knows how to check information before sharing has contributed to fighting fake news.
A citizen who refuses to join a closed reactionary group has created a political safe zone for himself and his family. An official who knows how to guide people on how to read official news and distinguish fake news has done a good job of mass mobilization in the digital environment. A person who is good at digital technology and knows how to create media products that spread patriotism has contributed to improving the effectiveness of policy communication. In particular, domestic agencies and mass media must be the main force in creating "information antibodies" for the public.
Timely, transparent, easy-to-understand, in-depth information that touches people's emotions is the most effective vaccine against the infiltration of distorted arguments. In the era of AI explosion, every article, every news, every statement of a leader has value in orienting public opinion and maintaining social stability. To do so, we need answers from good models and good deeds to replicate. From individual “immunity” to community “immunity”
No one can fight a false media campaign alone without a healthy environment. Just as in medicine, to prevent an outbreak, there must be community immunity. In the political and ideological fields, a group with strong beliefs, a healthy information reception mechanism, and a team of cadres capable of explaining and guiding will automatically put the opposing arguments at a disadvantage.
Therefore, along with successfully implementing the policy of reforming the apparatus, it is necessary to strengthen political and ideological education early, from the grassroots. We must not wait until a media crisis occurs to deal with it, but must proactively build a healthy political lifestyle in each agency, unit, and each Party committee and organization. Party committees and commune authorities in the two-level local government need to proactively create space and environment for people to question, to explain, and to accompany each policy. That is the way to make the "ideological immune system" communal and sustainable.

In the reform process, reactionary forces always seek every means to divide the Party from the people, the government from the masses, creating "cracks" from which to ignite incitement.
Therefore, the new commune and ward Party Committees and authorities, in addition to carrying out public tasks, need to pay special attention to ideological and political work. Each properly implemented policy, each cadre close to the people, each clean and strong Party organization is a sustainable element that creates a "soft wall" to prevent reactionary waves. On the contrary, a manifestation of bureaucracy, indifference, stagnation, and lack of transparency will create loopholes for hostile forces to exploit and incite sabotage...
