In the draft report on the implementation of social insurance (SI), unemployment insurance (UI), and health insurance (HI) management costs for the 2022-2024 period and expenditure levels for the 2025-2027 period, the Ministry of Finance cited statistics from the Ministry of Home Affairs saying that about 100,000 people will retire and quit their jobs under Decree 178/2024.

Specifically, about 85,000 people will retire early, of which 65,000 will retire in 2025, 16,000 in 2026 and 4,000 in 2027. Accordingly, 85,000 people will leave the Social Insurance Fund, but this number will not affect health insurance participants because the Health Insurance Fund will pay, nor will it affect the Unemployment Insurance Fund because civil servants do not participate in unemployment insurance.

The number of people leaving their jobs is about 15,000, of which 6,000 are expected in 2025, 5,000 in 2026 and 4,000 in 2027. This number does not have a big impact on those participating in the social security system, because most of them will return to the labor market and move from the public sector to the private enterprise sector.

It is forecasted that by 2027, about 24.6 million workers will participate in social insurance. Vietnam Social Security will manage about 3.7 million people receiving monthly pensions and social insurance benefits; 1.15 million people receiving unemployment insurance.
