Improving the quality of the People's Council's operations contributes to achieving development goals.

Over the years, the Provincial People's Council has continuously innovated and improved the quality of its operations, fulfilling its functions and duties in accordance with the law and the programs and plans set forth, making an important contribution to socio- economic development and ensuring national defense and security in the province.

The Standing Committee of the Provincial People's Council has improved and organized the People's Council sessions in a timely manner, enhancing their quality. They have effectively prepared the content and agenda, conducted surveys, and reviewed proposals for the People's Council to discuss and decide on resolutions, creating a complete legal basis for all levels of government to manage and implement socio-economic development tasks. Regular sessions of the Standing Committee of the People's Council have been maintained and effectively organized. Activities related to voter outreach, citizen reception, and handling and monitoring of complaints and denunciations have been reformed towards higher quality and efficiency, especially thematic policy outreach to ensure timely leadership and policy adjustments that are more practical, further strengthening the trust of voters and the people of the province. The supervisory activities have become more in-depth and diverse in form, ranging from thematic supervision to supervision by delegate groups, supervision through explanations at Standing Committee meetings of the Provincial People's Council, questioning at sessions, and most importantly, the mid-term confidence vote at the 15th session, the last regular session of the Provincial People's Council in 2023, to realistically assess the level of confidence in the responsibilities of those holding positions elected by the Provincial People's Council in a serious, democratic, objective manner, following the correct procedures as prescribed by law. The results of the vote show that most delegates elected by the Provincial People's Council received high confidence; demonstrating great effort and dedication in carrying out their political tasks; and at the same time, through self-reflection, striving to overcome limitations, shortcomings, and responsibilities, and better fulfilling their duties and responsibilities, responding to the expectations and trust of voters and the people...

From the beginning of the 2021-2026 term to the present, the Provincial People's Council has held 15 sessions (including 7 regular sessions and 8 specialized sessions to address unforeseen issues); through these sessions, it has reviewed and approved 290 resolutions (the highest number ever compared to the same period) in the fields of socio-economic development, local government building, and personnel decisions within its authority. The issuance of resolutions by the Provincial People's Council ensures proper procedures, quality, and relevance to reality, promptly resolving legal obstacles, exploiting potential and advantages, and creating mechanisms and policies to promote the socio-economic development of the province. During the 2021-2023 period, the average GRDP growth rate reached 9.28% per year; of which, the average growth rate of added value in agriculture, forestry, and fisheries reached 5.3%, industry and construction reached 14.23%, and services reached 9.68%. The size of the economy in 2023 was 1.5 times that of 2020 and reached 78.9% of the 2025 target. The marine economy accounted for approximately 41.56% of GRDP. Total social investment was approximately VND 72,725 billion, reaching 69.3% of the target. Budget revenue reached VND 3,964 billion. The multidimensional poverty rate according to the new standard decreased by an average of 1.39% annually. 33 communes (70.2%) and 2 districts (33.3%) achieved the new rural standard. Local government operations have gradually improved in effectiveness and efficiency. National defense and security have been maintained.

One of the key factors contributing to improving the quality of the People's Council's activities, as well as helping all levels of government effectively carry out their management and administration tasks in recent years, is the Provincial People's Council's continuous innovation, strengthening, and improvement of inspection and supervision work. Annually, the Provincial People's Council develops and promulgates resolutions, plans, and programs, and organizes supervision in accordance with regulations. Supervision methods are constantly being improved and innovated, implemented through various forms and at multiple levels, such as: supervision at People's Council sessions through the review and verification of reports, projects, draft resolutions, and many other important documents submitted by functional agencies as prescribed; supervision through questioning and answering sessions; supervision through explanations at Standing Committee meetings of the People's Council; and supervision through citizen consultation and reception. Supervision is implemented at multiple levels: thematic supervision by the People's Council, by the People's Council committees, by delegate groups, and surprise surveys. Practical survey... The quality of supervision is being improved from the stages of program and plan development, implementation of supervision plans, supervision conclusions, and recommendations, to the "post-supervision" stage, monitoring and checking the results of implementing recommendations after supervision. This is done systematically and scientifically, helping the supervisory activities of the People's Council become increasingly substantive and effective, identifying shortcomings and inadequacies in management and administration, and providing a basis for urging and promptly resolving problems in the process of implementing policies and resolutions for socio-economic development and ensuring the enforcement of laws at the local level. The content of the monitoring is selected based on reports on the situation and results of management and operation by relevant agencies, combined with field surveys, gathering information through constituent meetings, direct exchanges and conversations with citizens, and from other information channels. Therefore, it is always timely, has a significant impact on socio-economic development and people's lives, and is of great interest to voters.

Through its sessions, the Provincial People's Council has held four questioning sessions with seven heads of departments and agencies. Specifically, at the 15th session, the last regular session of 2023, an expanded questioning session was conducted with the participation of 10 functional departments and agencies in answering questions on various socio-economic issues. This served to monitor and urge the People's Committee and relevant departments and agencies to coordinate in resolving difficulties, obstacles, and limitations in implementing solutions for economic development, ensuring social security, improving people's lives, and contributing to the socio-economic development of the locality. The questioning and answering sessions were broadcast live on local television; information and communication were disseminated through mass media, central and local press agencies so that voters and the public could understand, follow, and exercise their right to self-governance.

The oversight activities between sessions of the Provincial People's Council have been carried out effectively with many strong innovations in thinking and methods. From the beginning of the 2021-2026 term to the present, the Provincial People's Council and its agencies have organized 21 thematic oversight sessions; of which the Provincial People's Council oversees 2 thematic sessions; the Standing Committee of the Provincial People's Council oversees 3 thematic sessions; and the committees of the Provincial People's Council oversee 16 thematic sessions. The content of the oversight focuses on pressing issues of concern to voters and the people: the implementation of policies and laws on preventing and combating corruption, practicing thrift, and combating waste; the implementation of policies and laws on education; administrative procedure reform in the field of land; crime prevention and control and drug abuse; the implementation of policies and laws on social insurance, health insurance, and unemployment insurance for workers in enterprises; the development of urban areas, residential areas, urban economy, and real estate; The implementation of ethnic affairs work, policies related to ethnic minority and mountainous areas... Monitoring reports and monitoring conclusions clearly stated the achievements, existing limitations, causes, and recommendations for relevant levels, sectors, and units to take measures to address and overcome limitations in the implementation process, contributing to improving the effectiveness and efficiency of the People's Council's operations.

The People's Council delegations are fulfilling their roles and responsibilities as elected representatives, staying close to the grassroots, understanding the thoughts, aspirations, and public opinion in society, and effectively acting as a bridge between voters and the Party and the State. They are performing their supervisory functions well, reviewing the results of responses to voters' opinions and recommendations, and reporting to the Standing Committee of the Provincial People's Council to request the Provincial People's Committee and relevant agencies to consider and resolve them, ensuring that all voters' opinions and recommendations are addressed seriously and effectively.

In carrying out its oversight duties, the Standing Committee of the Provincial People's Council also held two sessions to address the following issues: the management and use of cultural and sports facilities; the preservation and promotion of tangible and intangible cultural values ​​and cultural and sports movements in the province; and the reform of administrative procedures in the land sector in the province. The Standing Committee of the Provincial People's Council issued a notice summarizing the conclusions of the sessions, assessing the achievements, shortcomings, and limitations in the work across these areas. Simultaneously, it requested the Provincial People's Committee and relevant departments and agencies to strengthen state management in these fields.

2024 is a particularly important year, a year of "acceleration" to complete the goals and tasks set forth in the Resolution of the 14th Provincial Party Congress and Resolution No. 74/NQ-HĐND dated December 10, 2020, of the Provincial People's Council on the socio-economic development plan of Ninh Thuan province for the 5 years from 2021-2025, laying the foundation for the next phase. The Provincial People's Council will continue to implement innovative solutions to improve the quality of its operations, contributing to the achievement of development goals. In particular, the key task is to continue improving the quality of People's Council sessions and issuing People's Council resolutions that are legally sound, democratic, appropriate, feasible, and implemented in practice, in line with the local situation, creating a legal framework to promote rapid and sustainable socio-economic development.

In particular, the Provincial People's Council continues to improve the quality and effectiveness of its oversight activities through questioning and answering questions at People's Council sessions, citizen consultations, receiving citizens, conducting field surveys, and providing explanations at the Standing Committee's meetings. It strengthens coordination between the People's Council and administrative agencies, the Fatherland Front, and other mass organizations to ensure continuous, synchronized, and rigorous oversight. It promotes thematic oversight, focusing on key areas and local realities, concentrating on: high-tech agricultural development; resource mobilization and prioritizing investment in essential infrastructure for socio-economic development; industrial development; marine economic development; tourism development; socio-economic development in ethnic minority and mountainous areas; land management, environmental protection, public investment, budget utilization, administrative reform, and anti-corruption efforts.

Furthermore, focus on innovating and improving the quality and effectiveness of citizen reception and consultation before and after People's Council sessions. Strengthen the organization of consultations on specific topics and target groups... Consolidate and improve the quality of People's Council representatives to ensure effective and efficient operation; enhance training in knowledge, skills, and working methods for People's Council representatives...

The tasks set for 2024 are immense and crucial. The Provincial People's Council requests the Provincial People's Committee, all levels, sectors, and localities to focus on implementing the tasks and solutions synchronously, flexibly, creatively, and effectively with the highest political determination. The Standing Committee, committees, delegate groups, and each delegate of the Provincial People's Council should uphold the spirit of solidarity and responsibility, actively and proactively engaging with the grassroots to effectively act as a bridge between voters, the people, and the Party and State, fulfilling their responsibilities and duties well, and proving themselves worthy of being elected representatives. All cadres, soldiers, and people from all walks of life in the province will continue to unite, promote initiative and creativity with the highest political determination, strive to overcome all difficulties and challenges, and work towards achieving and surpassing the goals, targets, and tasks set for 2024, contributing to the successful implementation of the Resolution of the 14th Provincial Party Congress and the 5-year socio-economic development plan for the period 2020-2025.
