To further improve the quality of research, study, dissemination and propaganda of the Party's resolutions, the Bac Giang Provincial Party Committee requires Party committees at all levels, Party organizations, agencies, units and leaders to clearly understand the need to improve the quality of research, study, dissemination, dissemination and implementation of resolutions to help Party committees at all levels, Party organizations, authorities, agencies, units and each cadre and Party member grasp the basic, core content and new points in the resolutions; thereby implementing them correctly and creatively, creating unity of will and action throughout the Party and high consensus among the People.

The study, learning, dissemination, propaganda and implementation of the resolution must be carried out seriously, systematically, scientifically and qualitatively; it must truly be a broad political activity so that each cadre and party member, especially key cadres at all levels, can grasp and implement it correctly. The work of organizing the study, learning, dissemination, propaganda and implementation of the resolution must be carried out urgently; linking the dissemination and study of the resolution with the correction of distorted perceptions, protecting the Party's ideological foundation, and fighting against erroneous and hostile viewpoints. The work of disseminating the resolution must be carried out regularly, comprehensively, synchronously, uniformly, promptly, richly and vividly.

Party committees, party organizations, and leaders at all levels directly lead, direct, preside over, and are responsible for the quality of research, study, dissemination, propaganda, implementation, and development of programs and plans to implement the resolution at their level. Enhance the role of the propaganda and mass mobilization committees at all levels in advising on the implementation of research, study, dissemination, propaganda, and implementation of the resolution; the advising and implementation must comply with the direction of superiors and be suitable to the practical conditions of the locality, agency, and unit, linking the study and dissemination of the resolution with the discussion and approval of the program and plan to implement the resolution.

Strengthen inspection and supervision of Party committees, Party organizations, and leaders on the responsibility of leadership, direction, and organization of the implementation of research, study, dissemination, propaganda, and implementation of resolutions, especially major leadership resolutions, creating breakthroughs in development and resolutions of Party congresses at all levels for the 2025-2030 term, considering this as one of the important contents for inspection and supervision in the coming time; consider and handle responsibilities according to authority for organizations, units, and leaders who have not ensured implementation. Make dissemination, study, propaganda, and implementation of resolutions one of the important criteria for evaluating and classifying the level of task completion of collectives and individuals annually and consider emulation and rewards according to regulations.

Innovate the method of studying and thoroughly understanding the resolution by combining self-study with listening to dissemination, enhancing discussion and dialogue between reporters and listeners, writing reports, checking and evaluating the study and thorough understanding of the resolution; focusing on linking to practice and orienting creative application of the resolution to localities, sectors and fields of work. Promote the role of reporters as Party Committee secretaries, heads of agencies and units in thoroughly understanding the resolution at conferences of Party Committees, agencies and units. Raise the sense of self-awareness and responsibility for studying the resolution of cadres and party members in conjunction with strictly managing study and thoroughness conferences. Organize comments, assessments and widely announce in the Party Committee, Party cells, agencies and units the results of studying and thoroughly understanding the resolution of cadres and party members.

Promote the application of information technology and digital transformation in studying, grasping and implementing resolutions and in evaluating the results of studying and grasping resolutions by cadres and party members. Assign the Provincial Party Committee's Propaganda and Mass Mobilization Commission to preside over and coordinate with the Provincial Party Committee's Organization Committee, the Provincial People's Committee's Party Committee and relevant agencies to research and develop a set of assessment indicators as a basis for developing software to measure and evaluate the level of absorption and change in awareness of party committees, cadres and party members after studying, grasping, disseminating and propagating the contents of the Party's resolutions, conclusions and directives; report to the Provincial Party Committee Standing Committee in June 2025.

Improve the quality of reporters at all levels in a streamlined, quality-focused manner; select reporters as leaders of Party committees, localities, and units, ensuring a reasonable structure in sectors, industries, and fields. Reporters must be people with strong political will, ethics, and a clean lifestyle; have political theory and professional qualifications; be dedicated and responsible; have prestige, practical experience, and good communication skills. In localities with many ethnic minorities, pay attention to building a force of reporters who know the ethnic language and understand the ethnic minorities. Regularly train and improve the qualifications and capacity of the reporting team to meet work requirements.

Strengthen the dissemination of the resolution among all classes of people. Focus on comprehensive, synchronous, unified, timely, rich and vivid dissemination of the core content and new issues of the resolution to all classes of people. Fully disseminate and reflect the opportunities, advantages, difficulties and challenges in implementing the resolution; focus on fighting against distorted, erroneous and hostile viewpoints and orienting public opinion in accordance with the motto of "building as the main thing", "taking beauty to eliminate ugliness", "taking positivity to repel negativity"; promptly, fully and comprehensively reflect the results of implementing the resolution to the masses of people; contribute to consolidating firm belief and creating consensus among the people.

Party committees, party organizations, the Fatherland Front, socio-political organizations, and mass organizations shall intensify the dissemination of the resolution to union members, members, and people of all walks of life in a variety of forms, ensuring that they are suitable to the conditions and characteristics of the locality, unit, and each target group. The Provincial Literature and Arts Association shall direct the dissemination of the resolution through cultural and artistic activities, incorporating the resolution's content into artistic compositions and performances in appropriate, effective, and convincing forms. Press and media agencies shall proactively develop a propaganda plan, build specialized pages and columns to disseminate and widely disseminate the content and results of the resolution's implementation. The Provincial Political School shall study and incorporate the content of major and important resolutions into training, fostering, and updating programs for cadres and party members at all levels.

Improve the quality of developing programs and plans to implement resolutions. Party committees, agencies and units, based on the content of the resolution, directives and instructions from higher levels (if any) and the practical situation of the locality, agency and unit, proactively develop programs and plans to implement the resolution or specify the content of the resolution into programs and plans of the Party committees, agencies and units, ensuring suitability, feasibility and effectiveness in organization and implementation...
